This is the most comprehensive study to date on the relationship between religion and the state in Australian history, focusing on the meaning of political secularity in a society that was from the beginning marked by a high degree of religious plurality. This book tracks the rise and fall of the established Church of England, the transition to plural establishments, the struggle for a public Christian-secular education system, and the eventual separation of church and state throughout the colonies. The study is unique in that it does not restrict its concern with religion to the churches but also examines how religious concepts and ideals infused apparently secular political and social thought and movements making the case that much Australian thought and institution building has had a sacral-secular quality. Social welfare reform, nationalism, and emerging conceptions of citizenship and civilization were heavily influenced by religious ideals, rendering problematic traditional linear narratives of secularisation as the decline of religion. Finally the book considers present day pluralist Australia and new understandings of state secularity in light of massive social changes over recent generations.

Book excerpt: Motivated by a desire for meaningful work and a life of adventure, women college graduates in North America and Western Europe became student secretaries for the World Student Christian Federation (WSCF). In their role as student secretaries, women worked to create student movements where none had existed, to support fledgling movements, and to embed themselves in movements that already existed. Women thus played an important role in the first decades of the WSCF, when the organization was involved with affiliating national Christian student groups across the globe. Women secretaries extended to students around the world the fellowship and hospitality they had discovered during their times in higher education. The simple fellowship led to creative programs of self-help, refugee relief, and small-group work that formed the basis for outreach in the post-World War I era. As the Federation adapted to a changing student culture, the movement itself became more ecumenical and focused on social issues. The resilience of the Federation can be attributed in large measure to the work of women secretaries in the field who created networks and friendships that persisted during peace and war. The presence of student organizations, such as the WSCF and others, on university campuses today can be traced to the work of women secretaries in the early decades of the WSCF. This book explores some of their stories.

The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise. Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today.
