Many emerging economies including India are seeking to adopt their own regulation in this area taking their lead from the UK. The issues have been brought into sharp focus in India in recent years. First, the enactment and implementation of modern - but sector neutral - competition law under the Competition Act 2002 has caused a step change in regulation towards an economics and effects-based approach. Second, in 2013 the India telecoms regulator launched controversial reform proposals to apply a media-specific approach to ownership regulation. As academics, lawyers, businesses, regulators and policy-makers in India cast a glance at the international experience, this book examines the legal, economic and policy issues relating to regulation of ownership and control of media markets. How has the information revolution affected the relationship of constitutional courts with the public and the media? The book looks in detail at the communication strategies of the US Supreme Court, the Supreme Court of Canada, and in Europe the German Federal Constitutional Tribunal, the French Conseil Constitutionnel and the Italian Constitutional Court, arguing that when it comes to the relationship between courts and the media, different jurisdictions share many similarities. It focuses on the consequences of the communication revolution of courts both in terms of their relationship with public opinion and of the legitimacy of judicial review of legislation. Some constitutional courts have attracted criticism by engaging in proactive communication and, therefore, arguably yielding to the temptation of public support. Traditional security preoccupations and the foundations of past strategy—based on preparation for massive military confrontation—are no longer appropriate. Now world leaders must find alternative strategies to ensure international safety. This book brings together a prominent group of experts, including several recently appointed government officials, to examine an alternative form of security, one that emphasizes collaborative rather than confrontational relationships among national military establishment. Global Engagement offers a complete analysis of the concept of cooperative security, which seeks to establish international agreements to regulate the size, technical composition, investment patterns, and operational practices of all military forces for mutual benefit. It explains how cooperative security also aims to create mechanisms to prevent the proliferation of weapons of mass destruction and regional conflict. The contributors identify the trends motivating the movement toward cooperative security and analyze the implications for practical policy action. They examine the problem of controlling advanced conventional munitions, analyze an integrated control arraignment, discuss international principles of equity and their relationship to problems of security, and offer regional political perspectives while considering social regional security problems. In Province Building and the Federalization of Immigration in Canada, Mireille Paquet shows that, between 1990 and 2010, all ten provinces became closely involved in immigrant selection and integration. This considerable change to the Canadian model of immigration governance corresponds to a broader process of federalization of immigration, by which both orders of government became active in the management of immigration. While Canada maintains its overall positive approach to newcomers, the provinces developed, and continue to develop, their own formal immigration strategies and implement various selections and integration policies. This book argues that the process of federalization is largely the result of provincial mobilization. In each province, mobilization occurred through a modern iteration of province building, this time focused on immigrants as resources for provincial economies and societies. Advocating for a province-centred analysis of federalism, Province Building and the Federalization of Immigration in Canada provides key lessons to understanding the contemporary governance of immigration in Canada.
