Only 67 percent of Texas students graduate from high school, and some large urban districts have graduation rates of 50 percent or lower. This study documents the public costs of high school dropouts in Texas and examines how school choice could provide large public benefits by increasing graduation rates in Texas public schools. It calculates the annual cost of high school dropouts in Texas caused by reduced tax revenue, increased Medicaid costs and increased incarceration costs. It then examines how competition from private schools already raises public school graduation rates and calculates the dollar value of the public benefits that would follow from increasing Texas's public school graduation rates by enacting even a modest school choice program. Book excerpt: Every year, across the country, a dangerously high percentage of students disproportionately poor and minority-disappear from the educational pipeline before graduating from high school. According to a study released by The Civil Rights Project at Harvard University (CRP) and the Urban Institute in 2004, only about 68% of all students nationally who enter 9th grade will graduate "on time" with regular diplomas in 12th grade. While the graduation rate for White students is 75%, only approximately half of Black, Latino, and Native American students earn regular diplomas alongside their classmates. Graduation rates are even lower for minority males. Yet, because of misleading and inaccurate reporting of dropout and graduation rates, and an exclusive preoccupation with testing data, the public remains largely unaware of this educational and civil rights crisis. This report gives special attention to five southern states--Florida, Georgia, Louisiana, Mississippi, and North Carolina. These states report graduation rates in 2002 ranging from a high of 85% in North Carolina to a low of 61.8% in Georgia. When a more accurate measurement, the Cumulative Promotion Index (CPI) was used, the graduation rates for these five states dipped far lower than these official estimates. In keeping with the national trend, graduation rates for Black and Latino students in these five states are substantially lower still. In Georgia, which has a substantial and growing Latino population, the rates for Blacks, Latinos and Native Americans were all below 50%. (Contains 40 footnotes.).

Book excerpt: In the Rio Grande Valley of south Texas, the Pharr-San Juan-Alamo Independent School District has achieved a startling success over the last two years: it has recovered and graduated over 600 dropouts and put them on a clear pathway to college. Just a few years ago, low graduation rates, struggling high schools, and poor staff and student morale characterized this predominantly Hispanic and low-income tri-city community. Since then, the dropout rate has plummeted and the graduation rate is rising steadily. Under the leadership of Dr. Daniel King, Pharr-San Juan-Alamo illustrates how Texas districts can use innovative state policy to improve graduation rates by reengaging and graduating out-of-school youth. Pharr-San Juan-Alamo teamed up with South Texas College to create the College, Career, and Technology Academy (CCTA), a college-connected dropout recovery school that puts into action policies Texas has created over the past five years. Through CCTA, former dropouts complete their high school diploma and seamlessly transition into college courses when they are ready. The design is both effective and efficient. Students focus only on what they need for graduation and for college-readiness, and they begin college courses while finishing their high school requirements. Texas policies that encourage districts to recover dropouts, provide state funding for students who are over compulsory school age, and promote college-connectedness for students still in high school created the environment for a successful back-on-track program, like CCTA. This case study spotlights how the Pharr-San Juan-Alamo Independent School District has leveraged policies and conditions that the Texas Legislature put into place and achieved extraordinary outcomes in not only graduating students but also in facilitating smooth transitions to postsecondary education and training.
