Book Comparative Analysis of Multiple Award Task Order Contracting and Its Impacts on Acquisition Reform

Download or read book Comparative Analysis of Multiple Award Task Order Contracting and Its Impacts on Acquisition Reform written by Joseph L. Burroughs, II and published by . This book was released on 2002-12 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Present procurement practices for purchase of commercial, commercial off-the-shelf, and non-developmental products and services take thirty days and sometimes years to procure and deliver to the end user. Federal Government contracting offices spend costly amounts of time advertising the actions and preparing formal solicitation documents for each purchase order generated by the end- user. This translates to high administrative costs, high prices, and at times marginal performance. This research offers alternative procurement practices through a single award indefinite delivery, indefinite quantity contract accessed through an advanced electronic system, which is maintained in accordance with commercially established practices. Further comparisons are made with the growing popularity of multiple-award contracts as these procurement instruments affect competition, pricing and socio-economic issues.

Book Acquisition Reform Multiple Award Contracting at Six Federal Organizations

Download or read book Acquisition Reform Multiple Award Contracting at Six Federal Organizations written by General accounting office washington dc national security and international affairs div and published by . This book was released on 1998 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Concerned that federal agencies were avoiding competitive requirements when ordering under task- or delivery-order contracts, Congress, through the Federal Acquisition Streamlining Act (FASA), directed agencies to consider awarding multiple contracts-rather than a single contract--when a task--or delivery-order contract format was planned. You asked us to determine (1) whether federal agencies were providing a fair opportunity for contractors to receive orders under multiple-award contracts, (2) how service fees assessed on interagency orders compared with agencies' costs to process such orders, and (3) if multiple-award contracts affected federal contracting opportunities for small businesses. As agreed, we reviewed a selected group of multiple-award contracts awarded by six federal organizations to acquire, among other things, information technology services, desktop and portable personal computer systems and related equipment and software, and general repairs and alterations for federal offices. We examined multiple-award contracts administered by six organizations-the Defense Information Systems Agency (DISA), the Department of Transportation (DOT), the General Services Administration (GSA), the National Institutes of Health (NIH), and the U.S. Air Force (USAF) Electronic Systems Center's Hanscom Air Force Base operations (ESc/HAFB) and Standard Systems Group (SSG). More information on the contracts we reviewed, as well as the scope and methodology of our work, is found in appendix I.

Book An Analysis of the Implementation of Acquisition Reform Initiatives and Contract Cost Variance

This book was released on 2003-03-01 with total page 127 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines the impact of acquisition reform initiatives implemented since 1993 on contract cost performance. Many initiatives implemented during the 1990s focused on saving the government money in procuring weapon systems. For decades, cost overruns have plagued Department of Defense weapons systems development and procurement costing the government money. The passage of the Federal Acquisition Streamlining Act (FASA) of 1994 and the Clinger-Cohen Act of 1996, marked significant congressional action on aiding the Department of Defense develop and procure systems cheaper. Conclusions drawn in this thesis may aid leadership in supporting current initiatives and drafting new changes.

Book Multiple Award Contracts for Services

Download or read book Multiple Award Contracts for Services written by and published by . This book was released on 2001 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: The audit was initiated to follow up on actions taken by the Under Secretary of Defense for Acquisition, Technology, and Logistics in response to Audit Report No. 99-116, "DoD Use of Multiple Award Task Order Contracts." During that audit, we identified 66 of 124 task orders that were issued on a sole-source basis without providing contractors a fair opportunity to be considered. To determine the extent of the problem and the progress being made, the Under Secretary of Defense for Acquisition, Technology, and Logistics requested that each Military Department identify 10 multiple award task order situations and provide specific information on each multiple award situation on a semiannual basis for 1 year ending June 30, 2000. Multiple award contracting allows the Government to procure goods and services quickly, using streamlined acquisition procedures while obtaining the advantage of competition. The intent of multiple award contracts is to award contracts to technically well-qualified contractors in order to sustain competition and obtain the best value on task orders throughout the contract period.
