Book excerpt: The Community Forestry Program in Nepal is a global innovation in participatory environmental governance that encompasses well-defined policies, institutions, and practices. The program addresses the twin goals of forest conservation and poverty reduction. As more than 70 percent of Nepal's population depends on agriculture for their livelihood, community management of forests has been a critically important intervention. Through legislative developments and operational innovations over three decades, the program has evolved from a protection-oriented, conservation-focused agenda to a much more broad-based strategy for forest use, enterprise development, and livelihood improvement. By April 2009, one-third of Nepal's population was participating in the program, directly managing more than one-fourth of Nepal's forest area. The immediate livelihood benefits derived by rural households bolster strong collective action wherein local communities actively and sustainably manage forest resources. Community forests also became the source of diversified investment capital and raw material for new market-oriented livelihoods. Community forestry shows traits of political, financial, and ecological sustainability, including emergence of a strong legal and regulatory framework, and robust civil society institutions and networks. However, a continuing challenge is to ensure equitable distribution of benefits to women and marginalized groups. Lessons for replication emphasize experiential learning, establishment of a strong civil society network, flexible regulation to encourage diverse institutional modalities, and responsiveness of government and policymakers to a multistakeholder collaborative learning process.

In addition to examining the changes and responses, the book explores ways that community forestry in Nepal might move forward. Lessons from Nepal have relevance to community forestry and community-based approaches to natural resource management around the world that are also experiencing global pressures and opportunities.

This synthesis explores an adaptive collaborative approach to governance and management as one avenue to meet these challenges. This approach integrates inclusive decision making, networking, social learning, and pro active adjustments of practice and policies based on learning. The synthesis’ lessons are drawn from a six-year partnership-based research initiative in Nepal—spearheaded by the Center for International Forestry Research—which spanned the local, district and national levels. Key points of learning discussed in this book include factors, processes and arrangements that support—or limit—adaptive and collaborative capacities, such as active facilitation, ‘nested’ decision making, and learning-based monitoring. The book also explores both the conceptual underpinnings of the approach as well as its effects in research sites, including in terms of benefits for the poor, women and other traditionally marginalised people. This book is intended as a resource for policy makers and civil society practitioners alike, as well as researchers and others interested in pro-equity and livelihood innovations in community forestry. Through its clear conceptual and research lesson focus, this synthesis complements and is a sister publication to the hands-on guidebook entitled Facilitating Forests of Learning.

Nepal's social and livelihood landscape is shaped by implicitand sometimes explicitsociopolitical struggles at many levels. These can be traced to historical patterns of hierarchy and inequitable power among actors interacting in, and with, a fragile environment. These patterns impact especially severely on poor and dalit people (from so-called 'low caste' groups) and women, and are manifested in social discrimination, relative exclusion from decision making, limited access to resources, and overall vulnerability in livelihoods. Community forestry embodies these struggles and patterns in a vivid way. Forests are a fundamental part of rural livelihood systems in Nepal. As such, forests are also a key area of 'contested space'; within communities and between communities and external actors. Through the considerable efforts of local people and governmental and civil society actors, the Nepal Community Forestry Programme has established more than 14,000 community forest user groups (CFUGs), many of which have improved their forest conditions. And yet, despite these achievements, policy makers and practitioners agree that community forestry in Nepal faces critical 'second generation'; challenges. Yet despite unreserved agreement on the importance of this cultural moment, previous studies often reductively distort our reading of the formation of early twentieth-century lesbian identity, either by neglecting to examine in detail the developments leading up to the ban or by framing events in too broad a context against other cultural phenomena. Fashioning Sapphism locates the novelist Radclyffe Hall and other prominent lesbians--including the pioneer in women's policing, Mary Allen, the artist Gluck, and the writer Bryher--within English modernity through the multiple sites of law, sexology, fashion, and literary and visual representation, thus tracing the emergence of a modern English lesbian subculture in the first two decades of the twentieth century. Drawing on extensive new archival research, the book interrogates anew a range of myths long accepted without question (and still in circulation) concerning, to cite only a few, the extent of homophobia in the 1920s, the strategic deployment of sexology against sexual minorities, and the rigidity of certain cultural codes to denote lesbianism in public culture.

The Survey Department, Government of Nepal, conducted two national scale soil survey projects to classify soils of Nepal (Land Resource Mapping Project ended in 1985, and National Land Use Planning Project ended in 2021). Both projects adopted the United States Department of Agriculture system of soil classification. Besides, National Soil Science Research Center (previously known as Soil Science Division) of Nepal Agricultural Research Council and Soil Management Directorate, Department of Agriculture, also worked on soils of Nepal. To date, the information on the soils of Nepal is not published in well-documented form but has been reported widely as gray literature (project report or government report) or peer-review articles. 'The Soils of Nepal’ is a part of ‘World Soils Book Series’ which constitutes twelve chapters—covering broad aspects such as soil research history, climate, geology, soil classification and mapping, and soil fertility. Furthermore, information about soil properties and relation between soil constituents of the dominant soil types of Nepal and their scope of use in the context of land use are described. This book also tries to simplify the intricate relationship among soil, culture, and people. Each chapter contains a comprehensive, richly illustrated, and up-to-date overview of the soils of Nepal.
