They encourage citizen involvement, and provide the tools that enable them to do so. Capacity building enables communities that would otherwise be excluded to participate in the process, leading to better, and more just decisions. The Department of Energy (DOE) continues to be committed to promoting environmental justice and involving its stakeholders more directly in the planning and decision-making process for environmental cleanup. DOE's Environmental Management Program (EM) is in full support of this commitment. Through its environmental justice project, EM provides communities with the capacity to effectively contribute to a complex technical decision-making process by furnishing access to computers, the Internet, training and technical assistance. DOE's Dr. Samuel P. Massie Chairs of Excellence Program (Massie Chairs) function as technical advisors to many of these community projects. The Massie Chairs consist of nationally and internationally recognized engineers and scientists from nine Historically Black Colleges and Universities (HBCUs) and one Hispanic Serving Institution (HIS). This paper will discuss capacity building initiatives in various jurisdictions.

Drawing on extensive case study data from three significant community-building initiatives, program data from numerous other community capacity-building efforts, key informant interviews, and an excellent literature review, Chaskin and his colleagues draw implications for crafting community change strategies as well as for creating and sustaining the organizational infrastructure necessary to support them. The authors bring to bear the perspectives of a variety of professional disciplines including sociology, urban planning, psychology, and social work. Fresnans have evoked a variety of metaphors to describe the spatial divide between the rich, clean and white neighborhoods in the north and the southern areas housing the poor, polluting industries and communities of color that has characterized urban development in the city since its inception. The narrative explaining this spatial inequality has been remarkably consistent over time - sprawl fueled by aggressive developers, corrupt city councilmen and the market pushed the city limits ever farther northeast, abandoning the older neighborhoods to the south where the poor and immigrant communities settled and were too disorganized to counter the government's neglect. The spatial concentration of the poor, people of color and unwanted land uses can be seen in cities around the country and is identified by public health scholars to be a key driver of the disparities in health between racial and socio-economic groups. City governments are increasingly returning to their core and investing in New Urbanist and Smart Growth strategies to transform these older, more densely developed neighborhoods as the drive for environmental sustainability, walkable neighborhoods, and the attraction of creative urban residents grows. The potential effects of such efforts on the health and wellbeing of the existing residents, however, remains under explored. This dissertation asks if and how the new planning paradigms that use public health as a goal and organizing principle significantly change planning practice and lead to the re-distribution of environmental risks and resources to reduce health disparities? I investigate this question through three case studies of in Fresno a) a downtown revitalization plan, b) the general plan update, and c) a foundation based community development effort to increase the power of South Fresno residents to engage in planning. Following a year of fieldwork I find that everyone is talking about healthy neighborhoods, however for whom and how to achieve them appear to be quite different. While community groups seek to improve the living conditions of the poor residents of South Fresno and ensure their ability to stay in a revitalized downtown, planners are focusing on attracting wealthier residents and actively avoiding any talk about equity, affordable housing and public investment. Thus, although health seems to be providing a unifying framework in terms of a vision for the physical environment, it does not ultimately resolve the inherent tensions between community and economic development.

In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).
