Book excerpt: Smallholders play an important role in agriculture and in rural areas in the countries in South Europe and Central Asia. Furthermore, the countries are still largely dominated by smallholders. Supporting smallholders is one of four priorities for the Food and Agriculture Organization of the United Nations (FAO) in Europe and Central Asia. As such, during 2018-2019, FAO REU conducted country studies on the needs and constraints of smallholders in eight countries of the region1. A Regional Synthesis Report was prepared based on these studies. The generic needs, constraints and challenges for smallholders were outlined, and policy recommendations were generated.

Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
