Book PACE in Texas

    Book Details:
  • Author : Jeremy Brown
  • Publisher :
  • Release : 2013
  • ISBN :
  • Pages : 29 pages

Download or read book PACE in Texas written by Jeremy Brown and published by . This book was released on 2013 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: Twenty-eight states have passed Property Assessed Clean Energy (PACE) enabling legislation but most - including Texas - do not have fully operational PACE programs. In some instances, this failure of PACE law to translate into concrete action may be due to drafting defects or to evolving PACE best practices that have rendered early-adopted laws obsolescent. In other instances, it may stem from the chilling effect of actions by mortgage regulators. In March 2013, the Ninth Circuit Court of Appeals resolved the last of a series of legal challenges against mortgage regulators, establishing a period of at least temporary regulatory stability. Meanwhile, PACE supporters have continued to trumpet the investment and environmental opportunities in commercial, industrial and multifamily real estate retrofits. Several states have tried to capture these tailwinds by adopting or amending PACE statutes in ways that facilitate non-residential PACE and incorporate lessons learned from pilot programs and recent policy debates.Texas is such a state. Bills introduced this legislative session - S.B. 385 and H.B. 1094 - would reconfigure PACE statutes first enacted in 2009 by expanding PACE to encompass water conservation and steering financing toward commercial, industrial and multifamily properties. If they pass, the bills could serve as a blueprint for other states that either have not passed PACE legislation or have PACE laws on the books that have yet to spawn actual PACE programs.

Book Good Green Jobs in a Global Economy

Download or read book Good Green Jobs in a Global Economy written by David J. Hess and published by MIT Press. This book was released on 2012-09-21 with total page 309 pages. Available in PDF, EPUB and Kindle. Book excerpt: An examination of the politics of green jobs that foresees a potential ideological shift away from neoliberalism toward “developmentalism.” Good Green Jobs in a Global Economy is the first book to explore the broad implications of the convergence of industrial and environnmental policy in the United States. Under the banner of “green jobs,” clean energy industries and labor, environmental, and antipoverty organizations have forged “blue-green” alliances and achieved some policy victories, most notably at the state and local levels. In this book, David Hess explores the politics of green energy and green jobs, linking the prospect of a green transition to tectonic shifts in the global economy. He argues that the relative decline in U.S. economic power sets the stage for an ideological shift, away from neoliberalism and toward “developmentalism,” an ideology characterized by a more defensive posture with respect to trade and a more active industrial policy. After describing federal green energy initiatives in the first two years of the Obama administration, Hess turns his attention to the state and local levels, examining demand-side and supply-side support for green industry and local small business. He analyzes the successes and failures of green coalitions and the partisan patterns of support for green energy reform. This new piecemeal green industrial policy, Hess argues, signals a fundamental challenge to anti-interventionist beliefs about the relationship between the government and the economy.

Book excerpt: Energy risk has reappeared on the corporate and social agenda with a bang and the complexity of the issues has increased many-fold since the days of the last great wave of concern following the oil crises of the 1970s. Steven Fawkes’ Energy Efficiency is a comprehensive guide for managers and policy-makers to the fundamental questions underpinning energy-efficiency and our responses to it: ¢ what do we really mean by energy efficiency? ¢ what is the potential (in different dimensions)? ¢ why it is important? ¢ what management processes lead to optimisation of energy efficiency? ¢ what technologies are useful for improving energy efficiency? ¢ what policies can be used to promote energy efficiency? ¢ how can energy efficiency be financed? ¢ how can energy suppliers engage with energy efficiency? The result is the most comprehensive review to-date of the barriers and opportunities associated with improving energy efficiency. Clearly written and erudite, Steven Fawkes addresses every aspect of energy efficiency, including the huge and vitally important untapped potential offered by effective energy management and the application of existing technology. He also identifies barriers, such as the rebound effect and how they can be mitigated and he provides a comprehensive review of innovative energy efficiency financing options. Book Valuing Climate Damages

    Book Details:
  • Author : National Academies of Sciences, Engineering, and Medicine
  • Publisher : National Academies Press
  • Release : 2017-06-23
  • ISBN : 0309454204
  • Pages : 281 pages

Download or read book Valuing Climate Damages written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2017-06-23 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: The social cost of carbon (SC-CO2) is an economic metric intended to provide a comprehensive estimate of the net damages - that is, the monetized value of the net impacts, both negative and positive - from the global climate change that results from a small (1-metric ton) increase in carbon-dioxide (CO2) emissions. Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Valuing Climate Changes examines potential approaches, along with their relative merits and challenges, for a comprehensive update to the current methodology. This publication also recommends near- and longer-term research priorities to ensure that the SC- CO2 estimates reflect the best available science.

Book Deep Energy Retrofit Guide for Public Buildings

Download or read book Deep Energy Retrofit Guide for Public Buildings written by Rüdiger Lohse and published by Springer. This book was released on 2019-04-10 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides detailed information on how to set up Deep Energy Retrofits (DERs) in public buildings, and shares in-depth insights into the current status of the major technologies, strategies and practical best practice examples of how to cost-effectively combine them. Case studies from Europe are analyzed with respect to energy use before and after renovation, reasons for undertaking the renovation, co-benefits achieved, resulting cost-effectiveness, and the business models employed. The building sector holds the potential for tremendous improvements in terms of energy efficiency and reducing carbon emissions, and energy retrofits to the existing building stock represent a significant opportunity in the transition to a low-carbon future. Moreover, investing in highly efficient building materials and systems can replace long-term energy imports, contribute to cost cutting, and create a wealth of new jobs. Yet, while the technologies needed in order to improve energy efficiency are readily available, significant progress has not yet been made, and “best practices” for implementing building technologies and renewable energy sources are still relegated to small “niche” applications. Offering essential information on Deep Energy Retrofits, the book offers a valuable asset for architects, public authorities, project developers, and engineers alike.

This book was released on 2010-06-10 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: America's economy and lifestyles have been shaped by the low prices and availability of energy. In the last decade, however, the prices of oil, natural gas, and coal have increased dramatically, leaving consumers and the industrial and service sectors looking for ways to reduce energy use. To achieve greater energy efficiency, we need technology, more informed consumers and producers, and investments in more energy-efficient industrial processes, businesses, residences, and transportation. As part of the America's Energy Future project, Real Prospects for Energy Efficiency in the United States examines the potential for reducing energy demand through improving efficiency by using existing technologies, technologies developed but not yet utilized widely, and prospective technologies. The book evaluates technologies based on their estimated times to initial commercial deployment, and provides an analysis of costs, barriers, and research needs. This quantitative characterization of technologies will guide policy makers toward planning the future of energy use in America. This book will also have much to offer to industry leaders, investors, environmentalists, and others looking for a practical diagnosis of energy efficiency possibilities.
