Book A Comparative Analysis of Taxes and CO2 Emissions from Passenger Cars in the Nordic Countries

Download or read book A Comparative Analysis of Taxes and CO2 Emissions from Passenger Cars in the Nordic Countries written by Henrik Duer and published by Nordic Council of Ministers. This book was released on 2011-05-31 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: The report discusses how economic instruments can be used to reduce CO2 emissions from passenger cars in the Nordic countries. The analysis indicate that: the registration tax and the annual circulation tax can contribute to a reduction in the average CO2 emission from new cars; company car schemes in the Nordic countries provide incentives for larger cars and increased driving because of subsidies, and this has long term effect as a large share of new cars are registered as company cars but are used as private cars most of their lives; CO2 differentiated taxes can provide incentives to consumers to purchase CO2 efficient cars; targeted broader packages which besides providing tax incentives also offer advantages to more environmentally friendly cars can be more effective than general tax increases; transparency of targets and instruments is crucial for a large diffusion of CO2 efficient cars.

Book EU Environmental Law and the Internal Market

Download or read book EU Environmental Law and the Internal Market written by Nicolas de Sadeleer and published by OUP Oxford. This book was released on 2014-01-09 with total page 2992 pages. Available in PDF, EPUB and Kindle. Book excerpt: For some, a protectionist policy underlies most environmental measures. Lawyers working in the area of fundamental freedoms are very accustomed to discussing all issues within a free market framework and therefore often come to market-friendly decisions. Similarly, while environmental law has taken on a renewed intensity at European level, the tendency has been to analyse the subject rather narrowly, and studies fail to address the impact of environmental law on market integration. Written by one of the foremost experts in the area, the book challenges current thought and re-assesses the rules of economic integration within an environmental framework. In so doing, it bridges the gap between environmental and trade law and provides a systematic, robust, and practically workable analytical framework of the conflicts opposing rapidly evolving environmental and climate change measures and internal market as well as competition rules. The book is divided into three parts, beginning with a systematic and in-depth analysis of the key Treaty provisions regarding environmental protection, as well as an overview of secondary environmental law. Part two addresses the compatibility of EU and national environmental protection measures with the provisions of the TFEU on the free movement of goods and services, and the freedom of establishment. Part three examines the compatibility of environmental protection measures with treaty provisions on the freedom of competition and State aids. The book also includes discussion of all major cases handed down by the Court of Justice, highlighting the real impact of the conflicts.

Book Handbook of Research on Environmental Taxation

Download or read book Handbook of Research on Environmental Taxation written by Janet E. Milne and published by Edward Elgar Publishing. This book was released on 2012-01-01 with total page 529 pages. Available in PDF, EPUB and Kindle. Book excerpt: ÔIngeniously organized in a life cycle format, the Handbook covers environmental taxation concepts, design, acceptance, implementation, and impact. The universal themes discussed in each area will appeal to a broad range of readers.Õ Ð Larry Kreiser, Cleveland State University, US ÔThis book is a smart and useful readerÕs guide providing analytical tools for a full comprehension of environmental taxes, with an interdisciplinary approach that looks at all the different phases of environmental taxation: from the design to the implementation, the political acceptance and the impact on the economy. The authorsÕ effort is very successful in endowing academicians, policy makers and the general public with an excellent proof of the effectiveness of environmental taxes and green tax reforms.Õ Ð Alberto Majocchi, University of Pavia, Italy ÔPutting the words ÒenvironmentÓ next to ÒtaxationÓ might not always be the flavour of the month, but no modern society can ignore the value of the natural environment and the need to maintain its good quality and no competitive economy can prosper without the necessary tax revenues to function. Environmental taxation offers the prospect of moving towards a more resource-efficient economy, where preference is given to tax more what we burn, less what we earn. I welcome this contribution to the literature.Õ Ð Commissioner Connie Hedegaard, European Commission ÔThe Milne and Andersen volume provides a splendid treatment of environmental taxation that encompasses the basic conceptual issues, problems of tax design and implementation, and several insightful case studies that show how environmental taxes actually work in practice. It is the best overall treatment of environmental taxation available: comprehensive, rigorous, and readable.Õ Ð Wallace Oates, University of Maryland, US The Handbook of Research on Environmental Taxation captures the state of the art of research on environmental taxation. Written by 36 specialists in environmental taxation from 16 countries, it takes an interdisciplinary and international approach, focusing on issues that are universal to using taxation to achieve environmental goals. The Handbook explores the conceptual foundations of environmental taxation, essential elements for designing environmental tax measures, factors that influence the acceptance of environmental taxation, the variety of ways to implement environmental taxes, their environmental and economic impact and, finally, the larger question of the role of taxation among other policy approaches to environmental protection. Intermixing theory with case studies, the Handbook offers readers lessons that can be applied around the world. It identifies key bodies of research for people who are already working in the field or entering the field and highlights issues that call for more research in the future. With systematic analysis of key issues in environmental taxation, this book will appeal to researchers, governments, think tanks, NGOs, and academics in law, economics, political science and public finance, as well as students specializing in environmental taxation and other market-based instruments.

Book The Theory of Environmental Agreements and Taxes

Download or read book The Theory of Environmental Agreements and Taxes written by Martin Enevoldsen and published by Edward Elgar Publishing. This book was released on 2005-01-01 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Martin Enevoldsen's book is a pioneering work that compares the impacts of various non-regulatory environmental strategies in achieving measurable pollution reductions. Much has been written on the theoretical virtues and drawbacks of green taxation versus the adoption of voluntary agreements when it comes to effective implementation of environmental goals. In convincing detail, this book makes the case for the effectiveness of environmental taxation, its barriers being primarily political in nature rather than economic. Green taxes are highly controversial even in the most environmentally conscious nations, particularly when they are regarded as a purely fiscal instrument. The successful Danish CO2 taxation on industry, which this study proves to be much more effective than the Dutch system of voluntary agreements or the Austrian laissez-faire policies, relied not only on the inducement of the CO2 tax itself; all of the tax revenue was ploughed back into industry as subsidies for investments in advanced energy saving technologies. Martin Enevoldsen's book is simply a "must" for political scientists, environmental economists and environment policymakers.' - Svend Auken, M.P. and former Danish Minister for Environment and Energy Although there is a huge demand for accurate analysis of environmental policy outcomes in both the academic and policy-making communities, there is currently very little theoretical research on this issue. This ambitious book redresses the balance by constructing a new theoretical framework at the crossroads between economics and political science to account for the effectiveness of environmental governance. Drawing on insights from new institutional economics, environmental economics, collective action theory and social capital theory, the author analyses how policy outcomes are influenced by institutional factors that constrain and empower the target groups of environmental regulation.
