Book excerpt: The federal government obligated about $445 billion in fiscal year 2014 for goods and services such as disaster response products and telecommunications. Agencies with missions that depend on the secure and efficient transit of goods and services have had their supply chains disrupted by weather-related events, such as Superstorm Sandy. According to the National Climate Assessment, the severity and frequency of such events is expected to increase. Agencies developed adaptation plans in response to executive orders and implementing guidance issued by the Council on Environmental Qualitys (CEQ), which coordinates federal environmental efforts. This book examines the extent to which selected federal agencies have identified climate-related risks to their critical supply chains; the extent to which they have identified and implemented actions to manage these risks; and what is known about the federal governments fiscal exposure to such risks. Furthermore, the book examines the types of climate-related supply chain risks companies are disclosing in their Securities and Exchange Commission (SEC) filings and other channels through which companies may disclose climate-related supply chain risks; how SEC considers climate-related supply chain risks when monitoring and enforcing compliance with disclosure requirements; and what actions, if any, SEC has taken to identify climate-related supply chain risk information that investors may need.

There is an urgent need to manage climate change risks in global supply chains. Following a systematic literature review and text mining approach, 90 interdisciplinary articles between the years 2005 and 2018 were studied. Thematic and descriptive analysis identifies sources, consequences and control mechanisms for the climate change risks. It is found that climate change driven by extreme weather conditions significantly impacts food production, natural resources and transportation worldwide. This direct impact on food, mining and logistics sectors cascades into other interlinked global supply chain network. Climate change and supply chains are found to be mutually influencing each other through natural disasters and greenhouse gas (GHG) emissions respectively. A systems theory driven, novel supply chain risk management framework for managing climate change risks is proposed. The study contributes to supply chain risk management literature by capturing the nexus between climate change and supply chain management.

In this paper, we study the cross-border spillovers of physical climate risks through international trade and supply chain linkages. As we base our findings on historical data between 1970 and 2018, we observe that globalization increased the similarity of countries’ global climate risk exposures. Exposures to foreign climatic disasters in major trade partner countries (both upstream and downstream) lower the home-country stock market valuation for the aggregate market and for the tradable sectors. We also find that exposures to foreign long-term climate change risks reduce the asset price valuations of the tradable sectors at home. Findings in this paper suggest that climate adaptation efforts in a country can have positive externalities on other countries’ macrofinancial performance and stability through international trade.

A wider perspective shows that the food chains start at farms with consumers being at the end of the pipeline. This approach emphasizes the role of the entire food chain highlighting different kinds of environmental impacts affecting climate change. On the other side, temperature changes and variations of precipitation patterns, together with extreme weather events and water reduction, are recognized as predictors for producing less food, decreased food quality, new food safety risks, biodiversity losses, and depletion of resources associated with food production in modified circumstances. Last but not least, these effects introduce new threats known as food security where some assumptions stress that almost one billion of people are hungry not receiving enough food as a result of climate changes. As a result, the UN highlights the need for combating climate change and promotes sustainable (food) consumption and production. Based on the perceived need to promote and disseminate information on climate change related to food system, the “Handbook of Climate change across the food supply chain” is being produced. The publication compiles information, experiences, practical initiatives, and projects around the subject matter and makes it available to a wide audience. It is expected that the “Handbook of Climate change across the food supply chain” makes many benefits of climate service clearer and, inter alia, leads to an increase in the demand for such important services.

The study uses Analytical Hierarchy (AHP) to prioritize the risk factors and the Decision-making trial and evaluation laboratory (DEMATEL) to find the interrelationship within the categories and classify them into cause and effect groups. Findings from AHP indicate- Low Emission Option products, Variability in Temperature, Floods, Changing customer behavior, and Shift in consumer preferences as major risk factors. The DEMATEL technique classifies Acute, Market, and Reputation risks as causes, and these, in turn, affect Chronic, Policy & Legal, and Technology risk categories. This study can help industries to understand the risks that pose a major threat to their supply chains, prioritize and develop effective risk management strategies to stay competitive in the business.
