Book excerpt: One common demand in the 2011 uprisings in the MENA region was the call for ‘freedom, dignity, and social justice.’ Citizens rallied against corruption and clientelism, which for many protesters were deeply linked to political tyranny. This book takes the phenomenon of the 2011 uprisings as a point of departure for reassessing clientelism and patronage across the entire MENA region. Using case studies covering Morocco, Tunisia, Egypt, Jordan, Lebanon, Turkey and the Gulf monarchies, it looks at how the relationships within and between clientelist and patronage networks changed before 2011. The book assesses how these changes contributed to the destabilization of the established political and social order, and how they affected less visible political processes. It then turns to look at how the political transformations since 2011 have in turn reconfigured these networks in terms of strategies and dynamics, and concomitantly, what implications this has had for the inclusion or exclusion of new actors. Are specific networks expanding or shrinking in the post-2011 contexts? Do these networks reproduce established forms of patron-client relations or do they translate into new modes and mechanisms? As the first book to systematically discuss clientelism, patronage and corruption against the background of the 2011 uprisings, it will be a valuable resource for students and scholars of Middle Eastern Studies. The book also addresses major debates in comparative politics and political sociology by offering ‘networks of dependency’ as an interdisciplinary conceptual approach that can ‘travel’ across place and time.

Growth rates are comparatively unfavorable and insufficient to substantially improve citizens’ lives. Whether this economic inertia can be overcome or will continue into the indefinite future is a vital question that confronts both the region and the world. In this book leading Middle East scholar Robert Springborg discusses the economic future of this region by examining the national and regional political causes of its contemporary underperformance. Overgrown, weak MENA states, he explains, have been unable to escape their unfavorable historical legacies. “Limited access orders” and the deep states based in the means of coercion that underpin them undermine state capacities and constrain beneficial, autonomous political and economic activity. Increasingly challenged by their populations, MENA states face the daunting and so far unmet challenge of diversifying non-sustainable, rentier political economies away from direct or indirect dependence on oil and gas revenues. Stagnation of those revenues and failure to generate alternative income sources, combined with rapid population growth, presents the region with an economic challenge that can only be overcome by profound political change.

Book excerpt: A groundbreaking ethnography of the Egyptian Muslim Brotherhood The Islamists’ political rise in Arab countries has often been explained by their capacity to provide social services, representing a challenge to the legitimacy of neoliberal states. Few studies, however, have addressed how this social action was provided, and how it engendered popular political support for Islamist organizations. Most of the time the links between social services and Islamist groups have been taken as given, rather than empirically examined, with studies of specific Islamist organizations tending to focus on their internal patterns of sectarian mobilization and the ideological indoctrination of committed members. Taking the case of the Egyptian Muslim Brotherhood (MB), this book offers a groundbreaking ethnography of Islamist everyday politics and social action in three districts of Greater Cairo. Based on long-term fieldwork among grassroots networks and on interviews with MB deputies, members, and beneficiaries, it shows how the MB operated on a day-to-day basis in society, through social brokering, constituent relations, and popular outreach. How did ordinary MB members concretely relate to local populations in the neighborhoods where they lived? What kinds of social services did they deliver? How did they experience belonging to the Brotherhood and how this membership fit in with their other social identities? Finally, what political effects did their social action entail, both in terms of popular support and of contestation or cooperation with the state? Nuanced, theoretically eclectic, and empirically rich, The Muslim Brothers in Society reveals the fragile balances on which the Muslim Brotherhood’s political and social action was based and shows how these balances were disrupted after the January 2011 uprising.
