Book Civil Defense Communications Movement to Shelter Concept Communications Implications

Download or read book Civil Defense Communications Movement to Shelter Concept Communications Implications written by Albert J. Mandelbaum and published by . This book was released on 1968 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: The MTS concept visualizes the movement of the central city population to fallout shelters located within a ring on the periphery of the city at distances where the direct effects of a large nuclear weapon detonating in the central city would cause minimal damage to the shelter occupants. The urban population would be relocated to these shelters during periods of high international tension. The labor force, however, would commute from the MTS area to work locations in the central city to maintain industrial production and essential services while in the MTS posture. The proportion of the labor force commuting to the city would vary depending upon the degree of threat and the imminence of attack.

Book Civil Defense Communications Studies Communications Requirements to Support Movement to Shelter Concept

Download or read book Civil Defense Communications Studies Communications Requirements to Support Movement to Shelter Concept written by Albert J. Mandelbaum and published by . This book was released on 1969 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: A detailed study of the communications requirements to support the Movement-to-Shelter (MTS) concept is made. The city of New Orleans and the nuclear attack postulated in the Five City Study are used as a situation model. These requirements embrace communications between the central city and the MTS area, within the MTS area, between the MTS area and the adjacent communities and counties, and people-to-people civil defense communications. The additional communications, including alternative configurations needed to implement the MTS concept are tabulated in terms of telephone, radio facilities, reserve power supplies, and personnel. The added requirements under the MTS concept are compared with those under the current in-city shelter concept, and conclusions and recommendations concerning the magnitude and costs of the increased needs are stated. Book Civil Defense Communications

Download or read book Civil Defense Communications written by Albert Joseph Mandelbaum and published by . This book was released on 1968 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: Studies are made of the communications requirements to support CD (civil defense) operations at the municipality, county, state region, and state levels using as situation models the City of San Jose, Santa Clara County, Mutual Aid Region II, and the State of California, and an assumed nuclear attack pattern. Included in these studies are reviews of the potential threat, CD organization, concept of operations, roles and responsibilities of component elements, and communications resources, as well as traffic analyses, needlines developments, survivability assessments, and considerations of grade of communications service at each of these political levels. A generalized methodology is developed for the determination of CD communications requirements including telephone and radio circuits, equipments, and facilities and complementary doctrine (plans and standard operating procedures) for any county, state region, and state. A brief study is also presented concerning the CD communications implications of the OCD Concept of Operations Under Nuclear Attack. (Author).

Book Civil Defense Communications a Methodology for Determining Requirements for a Community

Download or read book Civil Defense Communications a Methodology for Determining Requirements for a Community written by Albert J. Mandelbaum and published by . This book was released on 1967 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: A step-by-step procedure is presented for determining, costing, and programing the communications requirements to support civil defense (CD) operation of any community against the direct effect of a nuclear attack. Included in this procedure are reviews of the potential threat; CD organization; concept of CD operations, and direction and control; and the existing communications resources and their vulnerability. A methodology is given for determining the telephone and radio circuitry and associated materiel required for communications for the public shelter system and emergency services and to CD - supporting agencies, as well as guidance in preparing the complementary communications plans and procedures. The decision concerning the acceptable grade of communications service is the basic criterion in developing essential circuit requirements. (Author).

Download or read book Communication Impact written by George M. Beal and published by . This book was released on 1967 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: The study deals with communication at three levels. The first level involves the development of a generalized model of the process by which communication achieves impact. The second level is the operationalization of the impact model. The third level is testing the degree to which the model predicts the response of members of the potential audience to a specific communication event. The communication impact model developed in this study takes the intent and content of the communication message as given and then proceeds to examine the responses which the total potential audience makes. A basic notion included in the model is that in receiving and responding to a message, the receiver must perform several functions. These functions can be logically integrated into a flow of action, the stages of action representing a series of communication filters. Three major filter stages are delineated: attention, comprehension and acceptance. The attention filter stage has four sub-stages: awareness, attend decision, differential exposure and secondary contact. The acceptance stage has two sub-stages: attitudinal acceptance and overt action. Another basic notion included in the model is that the response of a receiver at any given filter stage is not random. Rather the receiver is predisposed--through his previous experience, through what he perceives to be his interest--to react to a given message in a predictable manner. The communication event analyzed is the Midwest County Civil Defense Exhibit. The findings of this analysis strongly support the notions included in the impact model. Implications of these findings for civil defense communicators are drawn from the findings. (Author).

Book Civil Defense Communications

Download or read book Civil Defense Communications written by Albert J. Mandelbaum and published by . This book was released on 1967 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: A study is made of the communications requirements to adequately support the civil defense (CD) operations of the city of San Jose, California, using as a situation model the direct effects of a nearby nuclear attack as postulated in the OCD 'Five City Study'. Embraced in the study are the review of San Jose's CD organization, and facilities; CD concept of emergency operations, and direction and control; communications resources and vulnerability; and economic factors. A methodology was developed for the determination of telephone and radio circuitry and associated materiel requirements to support the public fallout shelter system, emergency services and CD-supporting agencies' operations of this community, as well as for the complementary communications plans and procedures. The grade of communication service based on an analysis of critical traffic generated during the trans and post attack phases was used as the criterion in the determination of circuit requirements. A basic objective of the study was to provide a practical approach for the derivation of a generalized methodology for determining the CD communications requirements of any community. (Author).
