An army that loses—and especially one that is destroyed or disbanded—is often forgotten. Nevertheless, the experiences of defeated forces can provide important insights, lessons, and perspectives not always apparent to the winning side. In Wars of Modern Babylon, Pesach Malovany provides a comprehensive and detailed history of the Iraqi military from its formation in 1921 to its collapse in 2003. Malovany analyzes Iraqi participation in the 1948, 1967, and 1973 Arab wars against Israel as well as Iraq's wars with the Kurds during the twentieth century. His primary focus, however, is the era of Saddam Hussein (1979–2003), who implemented rapid and significant military growth and fought three major wars: against Iran from 1980 to 1988, and against coalition forces led by the United States in 1991 and 2003. Some countries are experiencing a long-term collapse of their political and social structures out of internal conflicts and external interventions. The Transnational Middle East posits that, in the Middle East, the development of regional dynamics, of processes and circulations of all kinds, can be documented. In this regard, the approaches it develops — ‘bottom-up’ regionalisation, ‘globalisation from below’ — allow for a better understanding of the ways in which the Middle East is part of global transformations. The book analyses how, through their practices, Middle East societies elaborate a regional space which is not institutionalised. Based on fieldwork in the Middle East, the book provides venues for further theoretical elaboration on globalisation and contemporary societies, as well as on processes of regionalisation. It draws on the emergence of genuine regional spaces of culture, art, economic activity, human circulation — which supplement and do not contradict other infra-national, national, or global social processes. As in other areas of the world, these transformations are to a large extent the mode of the Middle East’s insertion into globalisation. In this respect, they go against standard narratives of the supposed ‘exceptionalism’ of the region. This book will be a great contribution to comparative politics, Middle Eastern studies, globalisation and international relations.

Book excerpt: My Kurdish background has sparked an interest in the study of identity and ethnicity that has always been present in me. My childhood experiences have been affected by various ethnic stories, narratives and wartime memories. I was born and raised in an area close to the Iraqi border and not far from the Turkish border. This border position might have helped me to reach a more vivid picture and understanding of such concepts as identity and ethnicity. Another reason for my interest in identity and ethnicity is related to the background of my studies in other geographical locations, mostly in Iran and its rural and deprived societies. These studies kept me in close contact with the ethnic groups that settle in underdeveloped and low-income areas, an encounter and a relationship that ultimately helped me to arrive at an understanding of the various dimensions and aspects of the question of ethnicity. The third reason for studying and researching identity and ethnicity is the requirement to distinguish these ethnicities from one another, as well as the flaws and shortcomings that have long existed in centre-oriented policies leading to an unfair distribution of wealth and power among the different geographical regions of a country. Additionally, the importance of peace in the geography and history of Iran, particularly at this pivotal time, further inspired me to conduct a study on identity and ethnicity with a focus on peace. Studies for this research focused more on the elite members of these ethnic groups than on ordinary people. The study makes a concerted effort to answer issues like how these people view themselves and their ethnicities, how they use that understanding to create a sense of otherness and distinction from other identities, and how they see themselves in the current political and social structure of Iranian society, and what they presume about ideas like convergence, political cooperation, mother tongue, as well as the central and peripheral ethnicities.

Their illicit trade also adversely impacts governance, security, stability and development in Afghanistan, in its neighbors, in the broader region and beyond. This report, the second such report of the United Nations Office on Drugs and Crime research project on the topic, covers worldwide flows of Afghan opiates, as well as trafficking in precursor chemicals used to turn opium into heroin. By providing a better understanding of the global impact of Afghan opiates, this report can help the international community identify vulnerabilities and possible countermeasures. This report presents data on the distribution of trafficking flows for Afghan opiates and their health impact throughout the world. A worrying development that requires international attention is the increasing use of Africa as a way station for Afghan heroin shipments to Europe, North America and Oceania. This is fuelling heroin consumption in Africa, a region generally ill-equipped to provide treatment to drug users and to fight off the corrupting effects of drug money. Another new trend is the growing use of sea and air transport to move Afghan heroin around the world, as well as to smuggle chemicals used in heroin production into Afghanistan. Traffickers in Afghan heroin have traditionally relied on overland routes, and law enforcement services will need to respond to this new threat. The findings of this report identify areas that need more attention. Strengthening border controls at the most vulnerable points, such as along Afghanistan's border with Pakistan's Baluchistan province, could help stem the largest flows of heroin, opium and precursor chemicals. Increasing the capacity to monitor and search shipping containers in airports, seaports and dry ports at key transit points and in destination countries could improve interdiction rates. Building capacity and fostering intelligence sharing between ports and law enforcement authorities in key countries and regions would help step up interdiction of both opiates and precursor chemicals. Addressing Afghan opium and insecurity will help the entire region, with ripple effects that spread much farther. Enhancing security, the rule of law and rural development are all necessary to achieve sustainable results in reducing poppy cultivation and poverty in Afghanistan. This will benefit the Afghan people, the wider region and the international community as a whole. But addressing the supply side and trafficking is not enough. We need a balanced approach that gives equal weight to counteracting demand for opiates.
