Book excerpt: United Fiber System, Ltd (UFS) seeks to secure financing for a 600,000 tonnes greenfield pulp mill project in South Kalimantan, Indonesia. It will be somewhat unique in Indonesia in that it will source its fiber entirely from sustainably managed plantations and will generate minimal negative impacts on natural forests and local communities. This brief has been prepared to promote a more informed and transparent dialogue on the proposed project among financial decision makers, policy makers, and other stakeholders. Based on a review of available documents and analyses, CIFOR has major questions regarding the social and environmental sustainability of the planned pulp mill and associated plantations. The issues are first limited information on the plantation development program provided by UFS. Secondly, the proposed project is likely to place direct pressures on the 77,000 ha of natural forest that reportedly remains at the PT Hutan Rindang Banua (PT HRB) plantation concession, and particularly on the 44,000 ha of areas covered by mixed tropical hardwood (MTH) that were designated by Jaakko Poyry to be appropriate for plantation development. Thirdly, the development of a new 600,000 tonne pulp mill in South Kalimantan would compound the very significant problem of industrial over capacity that currently exists in Indonesias forestry sector. Fourth, while the proposed pulp mill and associated plantations could generate significant employment and associated benefits, there is a risk of serious negative impacts on surrounding communities, which have a population of over 60,000 people. Finally, the projects current ownership structure lacks transparency, and this could lead to a lack of accountability if UFS or its affiliates fail to meet the commitments it is now making. As such, it is essential that financial decision makers, policy makers, and other interested parties design structures for ensuring accountability and transparency on the part of project principals.

This new textbook, edited by one of the authors of the seminal Women and the Environment in the Third World: Alliance for the Future (1988) which first exposed the links between environmental degradation and unequal impacts on women, provides a comprehensive introduction to gender aspects of climate change. Over 35 authors have contributed to the book. It starts with a short history of the thinking and practice around gender and sustainable development over the past decades. Next it provides a theoretical framework for analyzing climate change manifestations and policies from the perspective of gender and human security. Drawing on new research, the actual and potential effects of climate change on gender equality and women's vulnerabilities are examined, both in rural and urban contexts. This is illustrated with a rich range of case studies from all over the world and valuable lessons are drawn from these real experiences. Book excerpt: Half a decade into the global land rush, land-intensive investment throughout Southeast Asia continues to confront social and environmental issues such as land conflict and improperly regulated forest conversion. This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the limits imposed by problems with data availability. It focuses on three regions where land has been widely seen to be available for new investment: Indonesias outer islands; the development triangle where Cambodia, Laos and Vietnam meet; and the Golden Quadrangle region which comprises the borderlands of northeastern Myanmar, northwestern Laos, southern and western Yunnan, and northern Thailand. These areas are examined in three chapter case studies, each of which uses the currently available spatial data to evaluate trade and investment dynamics in the area including processes that are used to make land available and combines these, where possible, with specially commissioned research on investment in key commodity crops to evaluate transparency with respect to financing. In a global and regional context where regulatory change is increasingly being driven by transnational concerns by consumers, retailers and investors information systems capable of tracking particular investments spatial targets, and thus their likelihood of various social and environmental outcomes, is increasingly desirable. This study describes current capabilities and challenges to realizing a more complete picture of investors roles in the development of available land.
