Book excerpt: This remarkable and timely ethnography explores how fishing communities living on the fringe of the South China Sea in central Vietnam interact with state and religious authorities as well as their farmer neighbors—even while handling new geopolitical challenges. The focus is mainly on marginal people and their navigation between competing forces over the decades of massive change since their incorporation into the Socialist Republic of Vietnam in 1975. The sea, however, plays a major role in this study as does the location: a once-peripheral area now at the center of a global struggle for sovereignty, influence and control in the South China Sea. The coastal fishing communities at the heart of this study are peripheral not so much because of geographical remoteness as their presumed social “awkwardness”; they only partially fit into the social imaginary of Vietnam’s territory and nation. The state thus tries to incorporate them through various cultural agendas while religious reformers seek to purify their religious practices. Yet, recently, these communities have also come to be seen as guardians of an ancient fishing culture, important in Vietnam’s resistance to Chinese claims over the South China Sea. The fishers have responded to their situation with a blend of conformity, co-option and subtle indiscipline. A complex, triadic relationship is at play here. Within it are various shifting binaries—for example, secular/religious, fishers/farmers, local ritual/Buddhist doctrine, and so forth—and different protagonists (state officials, religious figures, fishermen and women) who construct, enact, and deconstruct these relations in shifting alliances and changing contexts. Fishers, Monks and Cadres is a significant new work. Its vivid portrait of local beliefs and practices makes a powerful argument for looking beyond monolithic religious traditions. Its triadic analysis and subtle use of binaries offer startlingly fresh ways to view Vietnamese society and local political power. The book demonstrates Vietnam is more than urban and agrarian society in the Red River Basin and Mekong Delta. Finally, the author builds on intensive, long-term research to portray a region at the forefront of geopolitical struggle, offering insights that will be fascinating and revealing to a much broader readership.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

Alfred N. Hunt discusses the ways these immigrants affected southern agriculture, architecture, language, politics, medicine, religion, and the arts. He also considers how the events in Haiti influenced the American slavery-emancipation debate and spurred developments in black militancy and Pan-Africanism in the United States. By effecting the development of racial ideology in antebellum America, Hunt concludes, the Haitian Revolution was a major contributing factor to the attitudes that led to the Civil War.

With more than 1,400 black-and-white and colour illustrations of historic photographs, architectural plans and samples of public media, the monograph discusses the multiple lives of Angkor Wat over a 150-year-long period from the 1860s to the 2010s. Volume 1 (Angkor in France) reconceptualises the Orientalist, French-colonial ‘discovery’ of the temple in the nineteenth century and brings to light the manifold strategies at play in its physical representations as plaster cast substitutes in museums and as hybrid pavilions in universal and colonial exhibitions in Marseille and Paris from 1867 to 1937. Volume 2 (Angkor in Cambodia) covers, for the first time in this depth, the various on-site restoration efforts inside the ‘Archaeological Park of Angkor’ from 1907 until 1970, and the temple’s gradual canonisation as a symbol of national identity during Cambodia’s troublesome decolonisation (1953–89), from independence to Khmer Rouge terror and Vietnamese occupation, and, finally, as a global icon of UNESCO World Heritage since 1992 until today. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.
