He wants this latter objective to be largely completed by 2035. China as a Twenty-First-Century Naval Power focuses on China's navy and how it is being transformed to satisfy the "world class" goal. Beginning with an exploration of why China is seeking to become such a major maritime power, author Michael McDevitt first explores the strategic rationale behind Xi's two objectives. China's reliance on foreign trade and overseas interests such as China's Belt and Road strategy. In turn this has created concerns within the senior levels of China's military about the vulnerability of its overseas interests and maritime life-lines. is a major theme. McDevitt dubs this China's "sea lane anxiety" and traces how this has required the PLA Navy to evolve from a "near seas"-focused navy to one that has global reach; a "blue water navy." He details how quickly this transformation has taken place, thanks to a patient step-by-step approach and abundant funding. The more than 10 years of anti-piracy patrols in the far reaches of the Indian Ocean has acted as a learning curve accelerator to "blue water" status. McDevitt then explores the PLA Navy's role in the South China Sea and the Indian Ocean. He provides a detailed assessment of what the PLAN will be expected to do if Beijing chooses to attack Taiwan potentially triggering combat with America's "first responders" in East Asia, especially the U.S. Seventh Fleet and U.S. Fifth Air Force. He conducts a close exploration of how the PLA Navy fits into China's campaign plan aimed at keeping reinforcing U.S. forces at arm's length (what the Pentagon calls anti-access and area denial [A2/AD]) if war has broken out over Taiwan, or because of attacks on U.S. allies and friends that live in the shadow of China. McDevitt does not know how Xi defines "world class" but the evidence from the past 15 years of building a blue water force has already made the PLA Navy the second largest globally capable navy in the world. This book concludes with a forecast of what Xi's vision of a "world-class navy" might look like in the next fifteen years when the 2035 deadline is reached.

The theme, "China Into the 21st Century: Strategic Partner and ... or Peer Competitor," was especially timely. Dr. David Shambaugh and Senior Colonel Wang Zhongchun look at China from two very different perspectives. Professor Shambaugh contends that those who succeed Deng Xiaoping, fearful of any further erosion of Communist Party hegemony and determined to return China to a purer form of neo-Maoist Marxism, will become even more conservative as China's economic and social problems intensify. Despite considerable political and economic challenges, his best estimate is that China will, from inherent inertia, "muddle through" well into the 21st century. Indeed, it is in the interests of the United States for China to hold together as a territorial nation-state and political unit because disintegration would foster socio-economic dislocations that could destabilize Asia. At the same time, U.S. policy must maintain pressure on China to improve human and civil rights performance. Senior Colonel Wang Zhongchun provides a tour d'horizon of nearly a half-century of Chinese defense policy, from a distinctly PRC perspective. He then argues that China has attained a position of security and, even though the world presents many uncertainties, Beijing is committed to playing a positive role for peace and stability in Asia. The central principle in today's security analysis is that defense policy must support economic development so that China can grow into an economically progressive, democratic, and modern socialist country. Colonel Wang portrays China's military posture as one that seeks, above all, to protect China's territorial sovereignty, while focusing in this relatively peaceful era on modernizing in step with national economic development.

Book excerpt: Since the establishment of the Red Army in 1927, China’s military has responded to profound changes in Chinese society, particularly its domestic politics, shifting economy, and evolving threat perceptions. Recently tensions between China and Taiwan and other east Asian nations have aroused great interest in the extraordinary transformation and new capabilities of the Chinese army. In A History of the Modern Chinese Army, Xiaobing Li, a former member of the People’s Liberation Army (PLA), provides a comprehensive examination of the PLA from the Cold War to the beginning of the twenty-first century that highlights the military’s central function in modern Chinese society. In the 1940s, the Chinese army was in its infancy, and many soldiers were rural conscripts and volunteers who had received little formal schooling. The Chinese military rapidly increased its mobility and weapon strength, and the Korean War and Cold War offered intense combat experience that not only allowed soldiers to hone their fighting techniques but also helped China to develop military tactics tailored to the surrounding countries whose armies posed the most immediate threats. Yet even in the 1970s, the completion of a middle school education (nine years) was considered above-average, and only 4 percent of the 224 top Chinese generals had any college credit hours. However, in 1995 the high command began to institute massive reforms to transform the PLA from a labor-intensive force into a technology-intensive army. Continually seeking more urban conscripts and emphasizing higher education, the PLA Reserve Officer Training and Selection program recruited students from across the nation. These reservists would become commissioned officers upon graduation, and they majored in atomic physics, computer science, and electrical engineering. Grounding the text in previously unreleased official Chinese government and military records as well as the personal testimonies of more than two hundred PLA soldiers, Li charts the development of China’s armed forces against the backdrop of Chinese society, cultural traditions, political history, and recent technological advancements. A History of the Modern Chinese Army links China’s military modernization to the country’s growing international and economic power and provides a unique perspective on China’s esttablishment and maintenance of one of the world’s most advanced military forces.
