They are the world's top-two countries in terms of energy consumption, net oil imports, and carbon emissions, as well as gross domestic product (GDP) and manufacturing. Their large territories harbor some of the best sites to generate renewable energy. If the United States and China cooperateand competeeffectively, renewable energy can contribute to economic growth, energy security, and climate change mitigation. The past two years saw important developments, including a bilateral agreement to phase down hydrofluorocarbon emissions and a joint announcement to reduce greenhouse gas emissions. China is often touted for its rapid adoption of renewable energy technologies. Long-term industry plans and new legislation suggest Beijing will maintain this policy direction, in line with its overall expansion of energy production capacity. In the United States, by contrast, renewable energy is a divisive issue. There are disagreements about how, if at all, the government should support alternative energy sources when natural gas is abundant, emissions are declining, and energy demand is slowing. This book assesses recent developments in China's wind and solar industries and the implications for the United States. It builds on the Commission's past work on U.S.-China energy issues, including the April 2014 hearing on bilateral clean energy cooperation. The research also draws on Congressional testimonies, academic papers, industry and media reports, and statistical data. The report's main themes and findings are outlined below.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

It can spur economic growth by (a) enhancing productivity in traditional industries by reducing the energy use and lessening the environmental impact; (b) expanding new green industries, such as renewable energy, clean cars, and waste management; and (c) leapfrogging current technology to give rise to new industries. The Chinese government is hopeful that green innovation will substantially enhance growth, and this study explores that potential. The study analyzes a few specific sectors in which China has varying levels of advancement: wind, solar, and energy storage. These sectors have been chosen on the basis of (a) their central role in China's ability to meet its green growth and greenhouse gas (GHG) reduction goals, (b) China's continuing large public investment into innovation in these sectors, and (c) the expected availability of data to use in the analysis, including outputs such as patenting and inputs such as public and private investment in research and development (R & D). The government plays an essential role in establishing a conducive environment for green innovation. Given the high fixed costs associated, green sectors are even more dependent on the public sectors and favorable regulatory regimes. The recommendations provided in in this study aim to provide China with more comprehensive support for select green sectors.

This book examines the transformation of China’s conventional and renewable energy sectors, with special attention to state-business relations. Two studies examine the development of China’s energy profile, especially China’s renewable energy. Two others explore governmental relations with state-owned enterprises (SOEs) and their reform. Despite drastic restructuring in the late 1990s, SOEs continue their oligopolistic control of the oil and gas sectors and even overshadow the stock market. Three studies investigate the factors that help propel the expansion of China’s conventional energy firms, as well as those producing renewable energy (i.e. solar PV industry). A study of China’s solar PV industry suggests that China’s governmental support for it has evolved from subsidising production (a "mercantile" stage aimed at expanding the industry’s global production and export share) to subsidising the demand side (aiming at expanding domestic demand and absorbing redundant manufacture capacity). Another review of this industry finds that firms tend to pay heavy attention to extra-firm institutional network relationships both inside and outside China, and that buyer-supplier networks are influenced by extra-local managerial education. The final chapter compares China’s provinces and their embedded carbon-footprints per capita in urban areas from a consumption perspective, using a self-organizing feature map (SOFM) model. This book was originally published as a special issue of the Asia Pacific Business Review.
