Book excerpt: China's alliance with Indonesia in the mid-sixties appeared to be a spectacular achievement of diplomatic strategy, yet it became a major foreign policy disaster for China. To explore this turn-about, Professor Mozingo offers a persuasive analysis of the competing forces that shaped Beijing's policy towards Jakarta and the factors that ultimately led to its downfall. He explains how and why Chinese policy in Indonesia shifted dramatically from hostility to peaceful coexistence and back again to hostility. "Although considerations of global strategy predominantly influenced the design and execution of that policy," he writes, "the decisive factor affecting the outcome of the Sino-Indonesian relationship consistently proved to be the domestic political processes in Indonesia, over which Beijing had little or no control." In the end, China was unable to resolve the contradiction between considerations of realpolitik and of its own revolutionary ethos. He argues that this same contradiction is responsible for the highly ambivalent attitude that Beijing has displayed in its relations with other non-communist Arfo-Asian countries since 1949. Through this informed analysis of the Sino-Indonesian relationship, now brought back to life as a member of Equinox Publishing's Classic Indonesia series, Professor Mozingo has clarified the larger pattern of China's evolving diplomatic strategy in the Third World before the Cultural Revolution. China and the Shaping of Indonesia provides a meticulous account of versatile interplay between knowledge, power, ethnicity, and diplomacy in the context of Sino-Indonesian interactions between 1949 and 1965. Taking a transnational approach that views Asia as a flexible geographical and political construct, this book addresses three central questions. First, what images of China were prevalent in Indonesia, and how were narratives about China construed and reconstructed? Second, why did the China Metaphor - the projection of an imagined foreign land onto the local intellectual and political milieu - become central to Indonesians' conception of themselves and a cause for self criticism and rediscovery? Third, how was the China Metaphor incorporated into Indonesia's domestic politics and culture, and how did it affect the postcolonial transformation, the fate of the ethnic Chinese minority, and Sino-Indonesian diplomacy? Employing a wide range of hitherto untapped primary materials in Indonesian and Chinese as well as his own interviews, Hong Liu presents a compelling argument that many influential politicians and intellectuals, among them Sukarno, Hatta, and Pramoedya, utilized China as an alternative model of modernity in conceiving and developing projects of social engineering, cultural regeneration and political restructuring that helped shape the trajectory of modern Indonesia. The multiplicity of China thus constituted a site of political contestations and intellectual imaginations. The study is a major contribution both to the intellectual and political history of Indonesia and to the reconceptualization of Asian studies; it also serves as a timely reminder of the importance of historicizing China's rising soft power in a transnational Asia.

Book excerpt: The emphasis on cultural connectivity in China’s growing presence and involvement in Southeast Asia highlights the importance China places on people-to-people exchanges as part of its global engagement strategy. The remarkable ascension of China over the recent decades has precipitated a proliferation of anti-China sentiments, particularly galvanized within the crucible of a “discourse war” with Western powers, as expressed in the latter’s “China threat” narrative. In response to such challenges, China has made substantial investments in cultural diplomacy, to augment its soft power through orchestrated global outreach initiatives. This article examines Chinese cultural diplomacy in the realm of entertainment, specifically “The Melody of Spring: Transnational Spring Festival Gala” hosted in Nanning, Guangxi, and disseminated globally each Chinese New Year. Against the legacy of China-Indonesia bilateral relations as well as Indonesia’s treatment of its Chinese minority, this study explores China’s cultural diplomacy and soft power in contemporary Indonesia. Through the case study of the “Transnational Spring Festival Gala”, this article posits that China’s cultural dissemination as an instrument of soft power has yielded little influence on the Indonesian public and has limited impact on the formation of a transnational imagined community.

Taomo Zhou asks probing questions of this important period in the histories of the People's Republic of China and Indonesia. What was it like to be a youth in search of an ancestral homeland that one had never set foot in, or an economic refugee whose expertise in private business became undesirable in one's new home in the socialist state? What ideological beliefs or practical calculations motivated individuals to commit to one particular nationality while forsaking another? As Zhou demonstrates, the answers to such questions about "ordinary" migrants are crucial to a deeper understanding of diplomatic relations between the two countries. Through newly declassified documents from the Chinese Foreign Ministry Archives and oral history interviews, Migration in the Time of Revolution argues that migration and the political activism of the ethnic Chinese in Indonesia were important historical forces in the making of governmental relations between Beijing and Jakarta after World War II. Zhou highlights the agency and autonomy of individuals whose life experiences were shaped by but also helped shape the trajectory of bilateral diplomacy. These ethnic Chinese migrants and settlers were, Zhou contends, not passively acted upon but actively responding to the developing events of the Cold War. This book bridges the fields of diplomatic history and migration studies by reconstructing the Cold War in Asia as social processes from the ground up.

Book excerpt: This book examines how the Indonesian Chinese who were born after 1966 negotiate meanings about their culture and identity through their collective memory of growing up in a restrictive media environment that specifically curtailed Chinese language and culture. The restrictive media environment was the result of a series of policies administered during the Suharto era (1965-1998). According to the regulations, the Indonesian government closed all Chinese-language schools and prohibited the use of Chinese characters in public places, the import of Chinese-language publications, and all public forms and expressions of Chinese culture. In the past century, and particularly in the past decade, much attention has been given to China and its rising status as a world economic power. Scholarship on overseas Chinese has also shed light on their relationship with their 'mythic homeland', China. In their work, scholars discovered that the Chinese of Southeast Asia have created a prominent economic, political, and cultural presence in countries such as Indonesia, Malaysia, and Singapore. In the 1960s, scholars such as George Kahin, Ruth McVey, and Benedict Anderson were drawn to the political upheavals in Indonesia and the various roles that the Chinese of Indonesia have played in the economic, political, and cultural arenas of their country. In later years, Charles Coppel and Leo Suryadinata have published extensively on various aspects of the Chinese in Indonesia, such as their religious affiliations and education. Despite the considerable attention given to the Chinese of Indonesia, scholars have not specifically studied, through the lens of the media, how a certain group of Chinese Indonesians grew up in a restrictive media and cultural environment during the 33 years when Indonesia was ruled by Suharto. This book takes the first step in examining this generation's collective memory of growing up in a state-controlled environment that has had a significant impact on their identity formation, maintenance, and the (re)negotiation of 'Chineseness' in their everyday lives. This book will appeal especially to media, cultural studies, and Southeast Asian studies scholars, researchers, and students.

The cooperation continued to grow and expand in various fields. While political and economic fields remain the arenas where the ties between China and Indonesia predominantly revolved, 2022 witnessed numerous developments in the soft-power fields. These included China’s growing media influence and its public diplomacy towards the Muslim community aimed to augment its positive image among Indonesians. Such efforts appeared to be a response to the fact that in recent years Indonesians’ view of China has not been positive. In the 2022's survey, there was a decline in the public's positive feelings towards China decreased significantly compared to five years ago. This sentiment is rooted not only in the country’s long history of anti-China sentiment, which has been exacerbated by Chinese incursions in the South China Sea, but mainly in its ill-treatment of the Uyghurs in Xinjiang. As in the previous two years, this book aims to understand the various dynamics in the relationship between China and Indonesia throughout 2022. It analyses crucial episodes in Beijing-Jakarta cooperation that took place in the past year and attempts to offer recommendations that can be taken by government actors, business actors, and other relevant stakeholders in order to ensure that the relationship is mutually beneficial for both countries.
