Book excerpt: "Retrofitting Leninism explores the relationship between political inclusion and political control through the lens of participatory governance in the People's Republic of China. The book can be condensed into three key points. First, public participation is a prerequisite for effective administration, irrespective of how a regime is constituted. Second, a regime's ability to solicit, process, and recast public input into policy outputs is central to its political durability. Third, technological advances in communication make it easier for authoritarian regimes, particularly those with Leninist foundations, to correspond with the public and thus undercut calls for genuine democratic progress---an endogenous process of regime maintenance I refer to as retrofitting. Using archival data, media reports, and original opinion polls, I show how public inputs are incorporated into the marketing and implementation of top-down policy outputs. To unpack the interface between inputs and outputs, I focus on proposal-making and government priorities in local Chinese legislatures. Finally, to evaluate the downstream impact, I estimate the effect of open policymaking on sub-national regulation and government approval. The findings suggest that public engagement contributes to both policy stability and positive public perceptions of policy. Though instrumental, the book also underscores that inclusive authoritarianism depends on the voluntary participation of Chinese citizens, which is far from guaranteed"--

Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). China has long prioritized economic growth over environmental protection. But in recent years, the country has become a global leader in the fight to save the planet by promoting clean energy, cutting air and water pollution, and developing a system of green finance. In Certifying China, Yixian Sun explores the potential and limits of transnational eco-certification in moving the world’s most populous country toward sustainable consumption and production. He identifies the forces that drive companies from three sectors—seafood, palm oil, and tea—to embrace eco-certification. The success of eco-certification, he says, will depend on the extent to which it wins the support of domestic actors in fast-growing emerging economies. The assumption of eco-certification is that demand along the supply chain can drive businesses to adopt good practices for social, environmental, and economic sustainability by specifying rules for production, third-party verification, and product labeling. Through case studies drawn from extensive fieldwork and mixed methods, Sun traces the processes by which certification programs originating from the Global North were introduced in China and gradually gained traction. He finds that the rise of eco-certification in the Chinese market is mainly driven by state actors, including government-sponsored industry associations, who seek benefits of transnational governance for their own development goals. The book challenges the conventional wisdom that the Chinese state has little interest in supporting transnational governance, offering novel insights into the interaction between state and non-state actors in earth system governance in emerging economies.

China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.
