It documents research findings and practical experiences on social, economic and cultural causes of child labour and various pragmatic and theory-guided methods as well as legal instruments to combat child labour. The tenet that quality schooling prevents child labour implies a shift in child labour monitoring from a conventional controlling approach at workplaces to a community based enabling approach at schools. Child labour and school enrolment are not isolated phenomena that can be strategically resolved under controlled conditions in the human lifeworld but are rather positioned, reflected and acted upon in the context of a handed down and existing system. Universal human rights instruments including educational rights offer directives to resolve problematic settings that prevailed over time; however, they require an unequivocal commitment, which is not always the case in the ground reality of pluralistic stakeholders divided by conflicting group interests.

It introduces new global estimates for economic activity by children and child labour in the sense of ILO Conventions Nos 138 and 182. There are no national data to be found in this document. The lowest aggregate level presented are the major world regions. All estimates are for the benchmark year 2000. Child labour is a sensitive subject and numbers on its magnitude play an important role in global policy-making and advocacy efforts. The research was conducted in acute awareness of this responsability and used well-proven statistical methodologies in an attempt to keep error margins to a minimum. All sources, underlying definitions and methodological steps are explained in detail. The document is devided into three main sections. Section 1 presents the main findings. Sections 2 and 3 introduce definitions and methodologies. Data are presented in tables and charts

Book excerpt: Abstract: "The authors use panel data for Mexico for 1997 to 1999 to test several assumptions regarding the impact of a conditional cash transfer program on child labor, emphasizing the differential impact on indigenous households. Using data from the conditional cash transfer program in Mexico--PROGRESA (OPORTUNIDADES)--they investigate the interaction between child labor and indigenous households. While indigenous children had a greater probability of working in 1997, this probability is reversed after treatment in the program. Indigenous children also had lower school attainment compared with Spanish-speaking or bilingual children. After the program, school attainment among indigenous children increased, reducing the gap. Although it has decreased on the global scale in recent years, child labour still remains high, particularly in the developing countries. Keeping in mind the estimated extent of child labour in different regions around the globe, the book offers a detailed critical review of both theoretical and empirical literature on the topic as well as the policies to reduce the incidence of child labour. It also develops a general equilibrium model to demonstrate the possible effects of growth-promoting, non-trade policies, as opposed to direct trade policies, on child labour employment mitigation. The book argues that of the non-trade policies, the introduction of compulsory education appears to be an effective instrument for curtailing the child labour problem when families receive targeted subsidies for sending their children to school. It also shows that appropriately designed and targeted education subsidies can reduce the incidence of child labour and that social protection measures, such as subsidies on school enrolment, also tend to have a positive impact. The book not only opens up research topics for academicians but is also a valuable resource for policy makers.

Book excerpt: The Third World cities have been reinvented by the forces of globalization as the destinations of new investments, causing the migration of a teeming million to the major urban centers without any corresponding increase in the creation of new jobs and other basic amenities required for decent living. The problem of child labor has also been exacerbated to an unprecedented level in the urban areas of the Third World countries during this period. Yet the dominant discourses on this problem have come from the Western observers or have some prior Western presence in its understanding of the problem, which defers the Third Worldly understanding of the situation. The author argues that a paradigm shift is needed to incorporate various local discourses in order to effectively address the problem of child labor. Based on a decade of fieldwork among the poor and marginalized population in the city of Kolkata, Child Labor and the Urban Third World will give readers an idea of how this problem has become inextricably bound with various other local conditions, such as the security of tenure in the houses.

An attendant question is whether program effects are larger when transfers are "conditioned" on certain behaviors, such as a requirement that households enroll their children in school. This paper uses a randomized study design to analyze the impact of the Bono de Desarrollo Humano (BDH), a cash transfer program, on enrollment and child work among poor children in Ecuador. There are two main results. First, the BDH program had a large, positive impact on school enrollment, about 10 percentage points, and a large, negative impact on child work, about 17 percentage points. Second, the fact that some households believed that there was a school enrollment requirement attached to the transfers, even though such a requirement was never enforced or monitored in Ecuador, helps explain the magnitude of program effects.."--World Bank web site.
