Book excerpt: The existing thermally treatable, radioactive mixed waste inventory is characterized to support implementation of the commercial, 1214 thermal treatment contract. The existing thermally treatable waste inventory has been identified using a decision matrix developed by Josephson et al. (1996). Similar to earlier waste characterization reports (Place 1993 and 1994), hazardous materials, radionuclides, physical properties, and waste container data are statistically analyzed. In addition, the waste inventory data is analyzed to correlate waste constituent data that are important to the implementation of the commercial thermal treatment contract for obtaining permits and for process design. The specific waste parameters, which were analyzed, include the following: d̀̀ose equivalent ̀̀curie content, polychlorinated biphenyl (PCB) content, identification of containers with PA-related mobile radionuclides (14C, 12 79Se, 99Tc, and U isotopes), tritium content, debris and non-debris content, container free liquid content, fissile isotope content, identification of dangerous waste codes, asbestos containers, high mercury containers, beryllium dust containers, lead containers, overall waste quantities, analysis of container types, and an estimate of the waste compositional split based on the thermal treatment contractors̀ proposed process. A qualitative description of the thermally treatable mixed waste inventory is also provided.

Book excerpt: This report summarizes the formulation of surrogate waste packages, representing the major bulk constituent compositions for 12 waste stream classifications selected by the US DOE Mixed Waste Treatment Program. These waste groupings include: neutral aqueous wastes; aqueous halogenated organic liquids; ash; high organic content sludges; adsorbed aqueous and organic liquids; cement sludges, ashes, and solids; chloride; sulfate, and nitrate salts; organic matrix solids; heterogeneous debris; bulk combustibles; lab packs; and lead shapes. Insofar as possible, formulation of surrogate waste packages are referenced to authentic wastes in inventory within the DOE; however, the surrogate waste packages are intended to represent generic treatability group compositions. The intent is to specify a nonradiological synthetic mixture, with a minimal number of readily available components, that can be used to represent the significant challenges anticipated for treatment of the specified waste class. Performance testing and evaluation with use of a consistent series of surrogate wastes will provide a means for the initial assessment (and intercomparability) of candidate treatment technology applicability and performance. Originally the surrogate wastes were intended for use with emerging thermal treatment systems, but use may be extended to select nonthermal systems as well.
