Book excerpt: Today, more than 100 federal agencies employ about 2.7 million civilian workers or roughly 2 percent of the total U.S. workforce in jobs representing more than 800 occupations. Those occupations generally require workers who have a broad complement of training, skills, and experience, and the federal government competes with other employers for individuals who possess the right mix of attributes. To better understand the characteristics of federal workers, the Congressional Budget Office (CBO) examined the attributes of a subset of the government's civilian workforce: the roughly 1.4 million salaried workers not including employees of the Postal Service who fill full-time permanent positions in the executive branch. Basically the government's whitecollar employees, that group represented slightly more than one-half of all civilian workers in December 2005. (In this report, the terms federal employees and civil servants refer only to the employees in that group.) The analysis builds on CBO's previous work on federal employment and pay.

Federal workers tend to be older, more educated, and more concentrated in professional occupations than private-sector workers. CBO's study compares federal civilian employees and private-sector employees with certain similar observable characteristics. Even among workers with similar observable characteristics, however, employees of the federal government and the private sector may differ in other attributes, such as motivation or effort, that are not easy to measure but that can matter a great deal for individuals' compensation. This analysis focuses on wages, benefits, and total compensation between 2005 and 2010.

Book excerpt: This report discusses ways to determine why female federal employees earn less than male federal employees. Two general approaches are discussed--economic analysis and job content. Economic analysis attempts to measure and explain existing wage differentials between men and women using characteristics of individuals, occupations, and the workplace. Such an analysis could indicate the extent to which factors such as education, work experience, and occupation account for wage differences by sex in the federal government. The job content approach focuses on the characteristics of jobs in seeking to identify wage disparities. A job content study could provide a measure of the value of various federal jobs to the government and a corresponding comparison of the present grades or salaries for those jobs. GAO believes that each approach has merit. Accordingly, in GAO's view, the most comprehensive and effective means through which to conduct a pay equity study at the federal level would be to include both approaches.

Book excerpt: Understanding the characteristics and trends of the federal workforce is important because, among other things, agencies accomplish their missions via that workforce. Total personnel costs (direct compensation and benefits) for all federal employees (civilian and military, current employees and retirees) were estimated at more than $523 billion in 2008, and civilian personnel costs in the executive branch alone were estimated at about $194 billion. Three cabinet departments -- the Departments of Defense (DOD), Veterans Affairs (DVA), and Homeland Security (DHS) -- accounted for almost 60% of the nearly 1.9 million executive branch civilian employees in 2008. The duty stations for more than 35% of these employees were in four states (California, Virginia, Texas, and Maryland) and the District of Columbia, and DOD was the top federal employer in 35 states. DOD also employed more than 90% of federal civilian employees in foreign countries, and was the top federal employer in U.S. territories. The federal workforce grew by more than 120,000 employees between 2000 (the low point during the last 10 years) and 2008, with the growth concentrated in homeland security-related agencies and DVA. Civilian employment in other agencies (including DOD and most independent agencies) declined during the last 10 years.

The answer to that question is complicated by the fact that the federal and private-sector workforce differ in characteristics that can affect compensation, such as experience, education, and occupation. On the whole, federal workers tend to be older, more educated, and more concentrated in professional occupations than private-sector workers. To account for such differences, the Congressional Budget Office has used data for 2011 through 2015 reported by a sample of households and employers to estimate differences between the cost of wages and benefits for federal employees and the cost of wages and benefits for similar private-sector employees, defined as having a set of similar observable characteristics. Specifically, in its analysis, CBO sought to account for differences in individuals' level of education, years of work experience, occupation, size of employer, geographic location (region of the country and urban or rural location), veteran status, and various demographic characteristics (age, sex, race, ethnicity, marital status, immigration status, and citizenship).
