This book argues that the recent conflicts over social policy represent key elements in strategies that parties designed in an attempt to consolidate their hold over the federal government. Long frustrated by divided government, each party exceeded its electoral mandate in hopes of enacting major policy reforms aimed to shift politics in their direction for the foreseeable future. The book traces the overreaching and limited legislative success that characterized the first Clinton administration's approach to three distinctive features of politics and policymaking: the polarization of political elites; the predominance of advertising campaigns and intense interest group politics as political parties have ceased to mobilize ordinary people; and the unprecedented role that budgetary concerns now play in social policymaking. Although neither party managed to enact its major transforming agenda, Congress did pass new policies--most notably welfare reform--that together with a host of other changes in the states and the private sector altered the landscape for social policy. The poor have been the biggest losers as Democrats and Republicans have fought to win the middle class over to their vision of the future. The authors first analyze the institutions and tools of policymaking, including Congress, the political use of public opinion polling, and the politics of the deficit. They then consider policies designed to win over the middle class, including health care policy, employer-provided social benefits, wages and jobs, and crime policy. Book excerpt: Over a decade of qualitative research, Assata Zerai has observed both incremental moves toward inclusiveness and strategies employed to accomplish long-term changes while conducting case studies of five multicultural Protestant churches in sites across the United States. With an interpretive approach, she explores these centers of worship and theorizes the conditions under which progressive social change occurs in some U.S. Protestant congregations. Understanding the daily practices of change and entrenchment in Protestant congregations and the intentional work to replace dominating structures with liberating ones may provide keys to creating multicultural, antiracist, feminist, and sexually inclusive volitional communities more broadly. Intersectionality in Intentional Communities argues that making a significant advance toward inclusion requires change in the underlying social structures of racism, sexism, heteronormativity, class, and other marginalizing influences. In order to isolate this phenomenon, Zerai conducted fieldwork and archival research among an African American and four multiracial U.S. churches. Different from a university or other public institution in which members are legally required to support diversity and related values, Zerai believes that volitional communities may provide a best-case scenario for how, motivated by higher ideals, members may find ways to create inclusive communities. Zerai’s research has a broad empirical base, encompassing five sites: a largely African American urban megachurch in the Midwest; a large Midwestern multiracial/multicultural church; a large urban multiracial/multicultural church in the eastern United States; a small, suburban Midwestern multiracial church; and an inclusive Midwestern college town church. In this book, Zerai further explores important connections between U.S. Protestant Christian congregations and political activism.

In 1993 Congress enacted a major expansion of the Earned Income Tax Credit for low-income working families. In 1996 Congress passed and the president signed the Personal Responsibility and Work Opportunity Reconciliation Act. This legislation abolished the sixty-year-old Aid to Families with Dependent Children (AFDC) program and replaced it with a block grant program, Temporary Assistance for Needy Families. It contained stiff new work requirements and limits on the length of time people could receive welfare benefits.Dramatic change in AFDC was also occurring piecemeal in the states during these years. States used waivers granted by the federal Department of Health and Human Services to experiment with a variety of welfare strategies, including denial of additional benefits for children born or conceived while a mother received AFDC, work requirements, and time limits on receipt of cash benefits. The pace of change at the state level accelerated after the 1996 federal welfare reform legislation gave states increased leeway to design their programs. Ending Welfare as We Know It analyzes how these changes in the AFDC program came about. In fourteen chapters, R. Kent Weaver addresses three sets of questions about the politics of welfare reform: the dismal history of comprehensive AFDC reform initiatives; the dramatic changes in the welfare reform agenda over the past thirty years; and the reasons why comprehensive welfare reform at the national level succeeded in 1996 after failing in 1995, in 1993–94, and on many previous occasions. Welfare reform raises issues of race, class, and sex that are as difficult and divisive as any in American politics. While broad social and political trends helped to create a historic opening for welfare reform in the late 1990s, dramatic legislation was not inevitable.
