While most attention has focused on jobs outside the agricultural sector, the persistent importance of agriculture in African economies means that the sector cannot be ignored when considering new employment opportunities. A large portion of existing work has made use of Living Standard Measurement Surveys (LSMS) and oth-ers of similar structure and design to describe employment patterns, by focusing on the distinction be-tween on- and off-farm labor, and household enterprises versus hired or wage labor.

Given these large cohorts of young populations, over the next five years 11.4 million youth will turn 16 years old, and most will then start to seek jobs in the region. Although the countries are urbanizing, meaning that future economic growth may be faster in industry and services than in agriculture, in the short and medium run the bulk of new jobs are likely to be created in the agriculture sector and its supply chains. For the five countries of the G5 Sahel – Burkina Faso, Chad, Mauritania, Mali and Niger – this study aims to address the following questions: i) What employment can be created for youth, as agriculture and the agrifood value chains become environmentally sustainable as part of a rural green transition?; and ii) What policies, programmes and investment are needed to create these jobs and ensure that young women and men can access them?

Book excerpt: Global and national policy discourse and agendas are moving beyond traditional silos of agriculture, nutrition, health, and climate change to address the challenges facing agrifood systems (AFS). In this paper, we use international labour force statistics to provide the first systematic and documented global estimate quantifying the total number of people employed in AFS. We estimate that 1.23 billion people are employed in AFS and that 3.83 billion people worldwide live in households linked to AFS-based livelihoods. However, international labour force statistics focus on the main labour activity in the last seven days and are likely to undercount the total number of people who are engaged in AFS. Using household survey data from the harmonized multi-country Rural Livelihoods Information System (RuLIS) database, we find that the number of people engaged in AFS is on average 24 percent higher than employment defined only by the main labour activity. This analysis shows the relevance of counting secondary jobs and household farming activities to identify all individuals whose livelihoods depend to some degree on AFS.

Book excerpt: The story of men who are hurting—and hurting America by their absence Man Out describes the millions of men on the sidelines of life in the United States. Many of them have been pushed out of the mainstream because of an economy and society where the odds are stacked against them; others have chosen to be on the outskirts of twenty-first-century America. These men are disconnected from work, personal relationships, family and children, and civic and community life. They may be angry at government, employers, women, and "the system" in general—and millions of them have done time in prison and have cast aside many social norms. Sadly, too many of these men are unsure what it means to be a man in contemporary society. Wives or partners reject them; children are estranged from them; and family, friends, and neighbors are embarrassed by them. Many have disappeared into a netherworld of drugs, alcohol, poor health, loneliness, misogyny, economic insecurity, online gaming, pornography, other off-the-grid corners of the internet, and a fantasy world of starting their own business or even writing the Great American novel. Most of the men described in this book are poorly educated, with low incomes and often with very few prospects for rewarding employment. They are also disproportionately found among millennials, those over 50, and African American men. Increasingly, however, these lost men are discovered even in tony suburbs and throughout the nation. It is a myth that men on the outer corners of society are only lower-middle-class white men dislocated by technology and globalization. Unlike those who primarily blame an unjust economy, government policies, or a culture sanctioning "laziness," Man Out explores the complex interplay between economics and culture. It rejects the politically charged dichotomy of seeing such men as either victims or culprits. These men are hurting, and in turn they are hurting families and hurting America. It is essential to address their problems. Man Out draws on a wide range of data and existing research as well as interviews with several hundred men, women, and a wide variety of economists and other social scientists, social service providers and physicians, and with employers, through a national online survey and in-depth fieldwork in several communities.

The food industry is the largest sector of our economy; food touches everything from our health to the environment, climate change, economic inequality, and the federal budget. From the earliest developments of agriculture, a major goal has been to attain sufficient foods that provide the energy and the nutrients needed for a healthy, active life. Over time, food production, processing, marketing, and consumption have evolved and become highly complex. The challenges of improving the food system in the 21st century will require systemic approaches that take full account of social, economic, ecological, and evolutionary factors. Policy or business interventions involving a segment of the food system often have consequences beyond the original issue the intervention was meant to address. A Framework for Assessing Effects of the Food System develops an analytical framework for assessing effects associated with the ways in which food is grown, processed, distributed, marketed, retailed, and consumed in the United States. The framework will allow users to recognize effects across the full food system, consider all domains and dimensions of effects, account for systems dynamics and complexities, and choose appropriate methods for analysis. This report provides example applications of the framework based on complex questions that are currently under debate: consumption of a healthy and safe diet, food security, animal welfare, and preserving the environment and its resources. A Framework for Assessing Effects of the Food System describes the U.S. food system and provides a brief history of its evolution into the current system. This report identifies some of the real and potential implications of the current system in terms of its health, environmental, and socioeconomic effects along with a sense for the complexities of the system, potential metrics, and some of the data needs that are required to assess the effects. The overview of the food system and the framework described in this report will be an essential resource for decision makers, researchers, and others to examine the possible impacts of alternative policies or agricultural or food processing practices.

In Madison, Wisconsin, shoppers select their food from a bounty of choices at a vibrant farmers&’ market. Together at the Table is about people throughout the United States who are building successful alternatives to the contemporary agrifood system and their prospects for the future. At the heart of these efforts are the movements for sustainable agriculture and community food security. Both movements seek to reconstruct the agrifood system&—the food production chain, from the growing of crops to food production and distribution&—to become more ecologically sound, economically viable, and socially just. Allen describes the ways in which people working in these movements view the world and how they see their place in challenging and reshaping the agrifood system. Book excerpt: This note presents the results of an evaluation of public investment options for Egypt’s agri-food system. Nine agriculture-related public investments are considered, including targeting public spending to expand farm production, e.g., irrigation improvements, input subsidies, agricultural research, and extension, and to promote downstream agro-processing and marketing. The outcome indicators considered are economic (GDP) growth, incomes of the poor, job creation, and dietary diversity. IFPRI’s Rural Investment and Policy Analysis (RIAPA) economywide model is used for the evaluation because it captures linkages between sectors, households, and rural-urban economies and measures changes within and beyond the agri-food system. RIAPA is linked to the Agricultural Investment and Data Analysis (AIDA) module that tracks investment impacts and costs over time. The ranked results of the public investment options considered, summarized in the table here, can help prioritize agri-food system investments for post-COVID-19 recovery.
