Book Capital Improvements Programs

Download or read book Capital Improvements Programs written by Robert A. Bowyer and published by American Planning Association. This book was released on 1993 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Too often capital improvement programming is ignored or dismissed as superfluous. But it is an integral part of the functioning of the economy. Without it, all services would eventually decay until they were no longer useful. Bowyer argues that capital improvement programs (CIPs) are an important part of the planning process and should be a part of the budgeting system rather than merely advisory. He uses the experiences of his many years of planning in cities of varying sizes to illustrate the links between budgeting and planning. His tips show planners how they can succeed in implementing their CIP. Bowyer peppers his examples with personal anecdotes, making a subject that could be dry very interesting.

Book A Framework to Prioritize Capital Improvement Projects

Download or read book A Framework to Prioritize Capital Improvement Projects written by Judith Nora Coyne and published by . This book was released on 2015 with total page 55 pages. Available in PDF, EPUB and Kindle. Book excerpt: Capital improvement planning is at the forefront of a planner's role in protecting the public interest. Capital projects that are delayed or tabled can cause budget overruns or in some cases deprive communities of critical services. Members of the governing bodies responsible for approving capital improvements often have limited terms of office or of appointment, or else they may not have expertise in the fields of planning or public administration, and so it falls to the planner to understand which capital improvements are most beneficial to the community. A prioritization tool could assist decision makers in determining which capital projects to approve. This study proposes a new tool for capital project prioritization. The tool catalogs capital projects, local assets, and necessary infrastructure improvements, analyzes the potential impacts of projects, and thereby determines priorities going forward. The tool's underlying formula determines prioritization based on spatial distribution of projects, in the context of a variety of planning values, such as sustainable environmental practice and aesthetics, for example, in determining prioritization. Although data for the development of this tool is drawn from a case study of one particular municipality, Wall Township, the issue of capital improvement prioritization is widespread, as research shows. It is hoped that the methods developed for this case study might inform their application by other communities, organizations and municipal agencies.

Book excerpt: A real-world framework for driving capital project success Capital Projects provides an empirically-based framework for capital project strategy and implementation, based on the histories of over 20,000 capital projects ranging from $50,000 to $40 billion. Derived from the detailed, carefully normalized database at preeminent project consultancy IPA, this solid framework is applicable to all types of capital investment projects large and small, in any sector, including technology, life sciences, petroleum, consumer products, and more. This book provides concrete, actionable solutions to help you avoid the pitfalls and lead the way toward a more positive outcome. Avoid the missteps that make capital projects fail Learn the specific practices that drive project success Understand what effective capital project management entails Discover real-world best practices that generate more value from capital When capital projects fail, it is almost always preventable.
