Dans le premier, nous formalisons l'idée de l'existence d'une interdépendance entre la connaissance et le capital humain. Dans le deuxième, nous apportons des éclaircissements sur le calcul de la valeur sociale d'une innovation, l'identification des distorsions qui empêchent l'équilibre décentralisé d'être optimal, enfin, sur les facteurs qui induisent des investissements insuffisants dans le secteur de la recherche. Dans le chapitre 3, nous discutons de l'évolution des technologies de l'information et de la communication et de celle du droit de la propriété intellectuelle qui l'a suivie. Nous expliquons la nature de l'évolution de la pratique juridique, en mettant l'accent sur l'influence des évolutions technologiques ; puis, nous présentons un cadre d'analyse économique permettant de tenir compte de ces observations. Enfin, dans le chapitre 4, nous étudions les choix de fécondité des individus dans une économie où le progrès technologique est endogène. Dans notre analyse, le niveau de la croissance par tête peut être positivement, négativement ou non corrélé avec la part des ressources allouées au secteur de la recherche.

La première concerne la modalité du financement et la seconde, son montant en économie ouverte. Afin d'étudier ces questions, nous avons développé une extension du modèle de croissance endogène de Romer (1990) incorporant un secteur de recherche scientifique. Au travers de cette extension, nous avons montré que le financement de la science par une taxe ad-valorem pénalise la croissance. Cependant, ce coût peut être réduit si des politiques complémentaires sont mises en place. Elles portent sur la formation des chercheurs, la concurrence dans le secteur de l'innovation et le choix d'une fiscalité plus ciblée. Concernant l'investissement à réaliser en recherche scientifique, nous montrons qu'il va dépendre des choix réalisés par les autres pays en économie ouverte ; ce qui implique un risque d'opportunisme. Nous observons qu'un pays disposant de plus de ressources en travail qualifié investira relativement plus qu'un pays moins doté. Cependant, l'existence de ces différences dans le financement est, dans la majeure partie des cas, bénéfique pour tous. Dans un second temps, la thèse étudie les conditions d'une adoption profitable des nouvelles technologies par les pays en voie de développement. Nous montrons qu'en présence d'obstacles à l'adoption des technologies, il n'est pas optimal de chercher à développer la productivité totale des facteurs. Le développement des nouvelles technologies n'intervient que dans un second temps quand le pays est suffisamment développé. Nous montrons ainsi qu'une économie peut être dans une trappe à pauvreté et qu'un investissement trop important en capital humain peut conduire à un gaspillage.

Book excerpt: Is inequality harmful for growth? We suggest that it is. To summarize our main argument: in a society where distributional conflict is more important, political decisions are more likely to produce economic policies that allow private individuals to appropriate less of the returns to growth promoting activities, such as accumulation of capital and productive knowledge. In the paper we first formulate a theoretical model that formally captures this idea. The model has a politico-economic equilibrium, which determines a sequence of growth rates depending on structural parameters, political institutions, and initial conditions. We then confront the testable empirical implications with two sets of data. A first data set pools historical evidence-which goes back to the mid 19th century-from the US and eight European countries. A second data set contains post-war evidence from a broad cross-section of developed and less developed countries. In both samples we find a statistically significant and quantitatively important negative relation between inequality and growth. After a comprehensive sensitivity analysis, we conclude that our findings are not distorted by measurement error, reverse causation, hetroskedasticity, or other econometric problems.
