The study shows that Europeans share a common view of liberal democracy, which is complemented by elements of social and direct democracy, which go beyond the basic liberal model. The level of their demands in terms of democracy varies, however, considerably across Europe and is related to their assessment of democracy: the worse the quality of democracy in a given country, the higher the respective demands on democracy. The analysis of the determinants of democratic views and evaluations shows that they depend on the political and economic (but less on the cultural) context conditions. Despite this, we know very little about how questions are used by MPs and what impact questions have on controlling the government. This volume advances our theoretical and empirical knowledge of the use of questioning in a number of different parliamentary settings. The propensity of parliamentarians to ask questions indicates that the interrogatories are an important tool for measuring an individual legislator’s job. Ultimately, how a parliamentarian chooses to use the questioning tool provides a unique insight into legislator behaviour and role orientation. Many of the chapters in this volume provide new empirical measures of legislator activity and use this data to provide new tests of leading theories of legislator behaviour. At an institutional level, questions provide an important source of information for the chamber and are a critical tool of government oversight – as many of the chapters in the volume indicate. Evidence of the impact of questions on executive and bureaucratic oversight challenges conventional views of parliaments as weak and ineffective parts of the political process. Current forms of citizen engagement and community development, partly enabled through digital communication, have further enhanced the visibility and relevance of non-profit communication. These are performed by the civil society, which is 'the organized expression of the values and interests of society' (Castells, 2008) in the public sphere. Non-profit communication feeds the public sphere as 'the discursive processes in a complex network of persons, institutionalized associations and organizations,' whereas those 'discourses are a civilized way of disagreeing openly about essential matters of common concern' (Jensen, 2002). Despite the relevance in the public sphere, non-profit communication was never properly defined within communication research. The aim of the present book is to offer an overview and report on Strategic Communication for Non-Profit-Organisations and the Challenges and Alternative Approaches. Considering the assumption that a key principle of strategic communication is the achievement of organisational goals, the majority of research developed in the field has used business environments to develop theories, models, empirical insights and case studies. Here, we take a step towards new approaches centred on the concept of non-profit in various dimensions and from various perspectives, showing the diversity and complexity around this subject and at the same time the need of further theoretical and empirical work that provides frameworks and also tools for further understanding of the phenomena.

Book excerpt: Any contemporary state presents itself as committed to the “rule of law”, and this notion is perhaps the most powerful political ideal within the current global discourse on legal and political institutions. Despite being a contested concept, the rule of law is generally recognised as meaning that government is bound in all its actions by fixed and public rules, and that these rules respect certain formal requirements and are enforced by an independent judiciary. This book focuses on formal legality and the question of how to achieve good laws—a topic that was famously addressed by the 18th century enlightened thinkers, but also by prominent legal scholars of our time. Historically, the canon of “good legislation” demanded generality, publicity and accessibility, and comprehensibility of laws; non-retroactivity; consistency; the possibility of complying with legal obligations and prohibitions; stability; and congruency between enacted laws and their application. All these are valuable ideals that should not be abandoned in today’s legal systems, particularly in view of the silent revolution that is transforming our legality-based “states of law” into jurisdictional states. Such ideals are still worth pursuing for those who believe in representative democracy, in the rule of law and in the dignity of legislation. The idea for the book stemmed from the author’s parliamentary and governmental experience; he was responsible for the Government of Spain’s legislative co-ordination from 1982 to 1993, which were years of intensive legislative production. The more than five hundred laws (and thousands of decrees) elaborated in this period profoundly changed all sectors of the legal order inherited from Franco’s dictatorship, and laid the foundations of a new social and democratic system. For an academic, this was an exciting experience, which offered a unique opportunity to put the theory of legislation to the test. Reflecting and elaborating on this experience, the book not only increases scholarly awareness of how laws are made, but above all, improves the quality of legislation and as a result the rule of law.

Book excerpt: Few would have imagined the developments and the extent of reforms that occurred under Spanish Prime Minister José Luis Rodríguez Zapatero between 2004 and 2008. Under Zapatero, Spain rapidly withdrew Spanish troops from Iraq, held a very public political debate on the Spanish Civil War and the Franco dictatorship, passed very progressive social legislation that included gay marriage and adoption as well as a sweeping gender equality act, and expanded autonomy in six of Spain’s 17 regions. It has become quite common to refer to some or all of these developments as a ‘second transition’ that alters or revisits policies, institutional arrangements and political strategies that were established during Spain’s transition to democracy. This book analyzes the patterns of continuity and change and provides a nuanced, critical evaluation of the concept of a ‘second transition’. Three broad questions are addressed. First, to what degree do the developments under Zapatero’s Socialist government represent a departure from prior patterns of Spanish politics? Second, what accounts for the continuities and departures? Finally, the project begins to assess the implications of these developments. Are there lasting effects, for example, on political participation, electoral alignments, interparty and inter-regional relations more broadly? This book was published as a special issue of South European Society & Politics.
