Book excerpt: The concept of ‘Underground Taming of Floods for Irrigation’ (UTFI) is introduced as an approach for co-managing floods and droughts at the river basin scale. UTFI involves strategic recharge of aquifers upstream during periods of high flow, thereby preventing local and downstream flooding, and simultaneously providing additional groundwater for irrigation during the dry season for livelihood improvement. Three key stages in moving UTFI from the concept stage to mainstream implementation are discussed. An analysis of prospects in the Ganges River Basin are revealed from the earliest stage of mapping of suitability at the watershed level through to the latest stages of identifying and setting up the first pilot trial in the Upper Ganges, where a comprehensive evaluation is under way. If UTFI can be verified then there is enormous potential to apply it to address climate change adaptation/mitigation and disaster risk reduction challenges globally.

Book excerpt: Economic growth in Sub-Saharan Africa is estimated to have decelerated from 2.5 percent in 2017 to 2.3 percent in 2018, below the rate of growth of population for a fourth consecutive year. Regional growth in 2018 is below the pace projected in 2018 October issue of Africa's Pulse {0.4 percentage points lower). This slowdown was more pronounced in the first half of 2018 and it reflected weaker exports among the region's large oil exporters (Nigeria and Angola) due to dwindling oil production amid higher but volatile international prices for crude petroleum. A deeper contraction in Sudanese economic activity and a broad-based growth slowdown among non-resource-intensive countries also played a role. Sub-Saharan African countries with fragile context have made considerable efforts to find a way out of fragility. Regional and sub-regional economic organizations are promoting economic cooperation and addressing security and peace challenges that go beyond national borders. The special topic of this issue of Africa's Pulse argues that the digital economy can unlock new pathways for inclusive growth, innovation, job creation, service delivery and poverty reduction in Africa. The continent has made. great strides in mobile connectivity; however, it still lags the rest of the world in access to broadband. Only 27 percent of the population in the continent have access to internet, few citizens have digital IDs, businesses are slowly adopting digital technologies and only few governments are investing strategically in developing digital infrastructure, services, skills, and entrepreneurship.

This book focuses on how water trading frameworks can be repurposed for environmental water recovery and aims to conceptualise the most appropriate role for law in supporting recovery through these frameworks. The author presents a comprehensive study of the legal frameworks in four jurisdictions: the States of Oregon and Colorado in the western United States; the province of Alberta in Canada; and the Murray-Darling Basin in Australia/Basin State of New South Wales. A close comparative analysis of these four jurisdictions reveals a variety of distinctive regulatory arrangements and collaborations between public and private actors. In all cases, the law has been deployed to steer and coordinate these water governance activities. The book argues that each regime is based on a particular regulatory strategy, with different conceptions of the appropriate roles for, and relationships between, various actors and institutions. Legal frameworks do not have the capacity to rationalise and provide an overarching and absolute solution to the complex environmental and governance issues that arise in the context of environmental water transactions.
