Lhe an nendments to the 8011 Conservation and Domestic Allotinent Act (see. 8 (b) and (c), are designed to make the act conform to theprovisions of the new act, and to authorize the Secretary to exercise his powers to make payments or grants-in - aid, under that act, so as to carry out the purpose of reestablishing the ratio of farmer's income to the income of other persons prevailing during the base period. New subsections are added, to provide that payments based upon soil conserving practices are to be divided between landlords, tenants, and sharecroppers, in prepertion to the extent to which they respectively contribute to carrying out the practices, and that such payments be made directly to those entitled thereto. Payments to all persons are to be increased by percentages graduated to a maximum of 40, but no increase may raise the payment more than $200. Total paynmnts may not exceed (see. New'sub - sections are also added to prevent landlords from.redueing the number of sharecroppers or tenants so as to increase their own benefits.
