Clay Tate seems to have a native resistance to writing books. Presumably, book writing is too high-falutin', theoretical, or academic to appeal to an operating editor. I feel, therefore, that I did well in wearing down that resistance over a period of six years and at last extracting from him this book. As a matter of fact, the book is based on deeds, not proposals. It is essentially a newspaperman's report - and a statesman's - on a project in community stabilization and enrichment in which Mr. Tate, the Bloomington (Illinois) Daily Pantagraph, of which he is editor, Alvin Anderson of the University of Illinois, and others took the lead. Can a big-brother community - in this case Bloomington - live in constructive harmony with little-brother communities? Can it add strength and service to their existence and receive strength and support from them in turn without undermining their economy and culture and destroying their identity as small communities? The survival of these small communities alongside of the larger one is central in Mr. Tate's vision. The importance of their continuity, influence, and way of life is the gist of his message. He rejects the urban patterns of anonymous, mass culture that tend to dominate modern times. This is a radical idea in the best sense; it is deep rooted. In the outstanding success of his community cooperation project it is quietly revolutionary. What town of forty thousand or more accepts as its destiny anything other than the aggressive capture of its neighboring small communities, the absorption of their business houses, their schools, transportation agencies, their hospitals, churches, and indeed their population? Such a town is rare indeed. The larger town usually sucks dry, as if it were a great tick, the blood and life of its smaller neighbors. As state and federal regulation attempted to standardize public schools, conservatives defended local prerogative as a bulwark of democratic values. Yet their commitment to those values was shifting and selective. In The Fight for Local Control, Campbell F. Scribner demonstrates how, in the decades after World War II, suburban communities appropriated legacies of rural education to assert their political autonomy and in the process radically changed educational law. Scribner's account unfolds on the metropolitan fringe, where rapid suburbanization overlapped with the consolidation of thousands of small rural schools. Rural residents initially clashed with their new neighbors, but by the 1960s the groups had rallied to resist government oversight. What began as residual opposition to school consolidation would transform into campaigns against race-based busing, unionized teachers, tax equalization, and secular curriculum. In case after case, suburban conservatives carved out new rights for local autonomy, stifling equal educational opportunity. Yet Scribner also provides insight into why many conservatives have since abandoned localism for policies that stress school choice and federal accountability. In the 1970s, as new battles arose over unions, textbooks, and taxes, districts on the rural-suburban fringe became the first to assert individual choice in the form of school vouchers, religious exemptions, and a marketplace model of education. At the same time, they began to embrace tax limitation and standardized testing, policies that checked educational bureaucracy but bypassed local school boards. The effect, Scribner concludes, has been to reinforce inequalities between districts while weakening participatory government within them, keeping the worst aspects of local control in place while forfeiting its virtues.

Lou Martin weaves the narrative of how the relocation of steel and pottery factories to Hancock County, West Virginia, created a rural and small-town working class--and what that meant for communities and for labor. As Martin shows, access to land in and around steel and pottery towns allowed residents to preserve rural habits and culture. Workers in these places valued place and local community. Because of their belief in localism, an individualistic ethic of "making do," and company loyalty, they often worked to place limits on union influence. At the same time, this localism allowed workers to adapt to the dictates of industrial capitalism and a continually changing world on their own terms--and retain rural ways to a degree unknown among their urbanized peers. Throughout, Martin ties these themes to illuminating discussions of capital mobility, the ways in which changing work experiences defined gender roles, and the persistent myth that modernizing forces bulldozed docile local cultures. Revealing and incisive, Smokestacks in the Hills reappraises an overlooked stratum of American labor history and contributes to the ongoing dialogue on shifts in national politics in the postwar era.
