Moody analyses British thinking about tactical nuclear weapons, the role of the Army withinNATO strategy, the development of theories of tactical nuclear warfare, how nuclear war was taught at the Staff College, the role of operational research, and the evolution of the Army's nuclear war-fighting doctrine. Book excerpt: Since 1815 democratic states have emerged victorious from most wars, leading many scholars to conclude that democracies are better equipped to triumph in armed conflict with autocratic and other non-representative governments. Political scientist Michael C. Desch argues that the evidence and logic of that supposition, which he terms “democratic triumphalism,” are as flawed as the arguments for the long-held and opposite belief that democracies are inherently disadvantaged in international relations. Through comprehensive statistical analysis, a thorough review of two millennia of international relations thought, and in-depth case studies of modern-era military conflicts, Desch finds that the problems that persist in prosecuting wars—from building up and maintaining public support to holding the military and foreign policy elites in check—remain constant regardless of any given state’s form of government. In assessing the record, he finds that military effectiveness is almost wholly reliant on the material assets that a state possesses and is able to mobilize. Power and Military Effectiveness is an instructive reassessment of the increasingly popular belief that military success is one of democracy’s many virtues. International relations scholars, policy makers, and military minds will be well served by its lessons.

The financial crises of 1914 and 1931 are assessed using primary sources. The competitive threats, including the rise of New York as a rival financial centre, are considered. It challenges alleged special treatment and provides fresh perspectives on the interwar rationalisation of industry. During the late nineteenth century, Britain’s merchant banks had become pre-eminent in a world of fixed exchange rates, free trade and the unfettered mobility of international capital. This world was increasingly challenged in the interwar period, being replaced by floating exchange rates, trade protectionism and restrictions on capital movements. This book fills a gap in the historiography of British banking by recovering the histories of long-forgotten merchant banks rather than focusing on the better-known firms. Using a wide range of archival resources, it traces the strategic transformation by some merchant banks from higher-risk, capital intensive activities to lower-risk, advisory services. Brian O’Sullivan has been jointly awarded the 2019 BAC Wadsworth Prize for From Crisis to Crisis: The Transformation of Merchant Banking 1914-1939. It was judged by the Business Archives Council (BAC) to have made an outstanding contribution to the study of British business history. Brian shared the prize with Professor Priya Satia of Stanford University in California.
