Book excerpt: This study analyzes the professional and personal development of acquisition officers and their ability to cope with a rapidly changing environment. The paper compares Carl von Clausewitz's elements of genius to the formal and informal learning processes in the Air Force. In the review of formal learning, the major professional military education programs, such as Squadron Officers School, Air Command and Staff College, and Air War College are reviewed. Additionally, the acquisition professional development program is assessed for its contribution to Clausewitzian genius. Experience, self-directed study, and mentoring fall under the rubric of informal learning. The Air Force counseling program and the non-commissioned officer mentoring culture is evaluated. Recent literature on the personal and professional development of employees is also reviewed. Finally, individuals from the warfighter, developer, and industry communities are interviewed for their thoughts on the strengths and weaknesses of the acquisition officer.

Book excerpt: The Army Acquisition Officer lacks proficient experience needed to fill key leadership positions within the Acquisition Corps. The active duty Army officer is considered for the Acquisition Corps functional area between their 5th and 9th years of service as an officer--after completing initial career milestones. The new Acquisition Corps officer is the rank of senior Captain or Major when he arrives to his first acquisition assignment with a proficiency level of novice (in acquisition). The Army officer may be advanced in his primary career branch, but his level decreases when he is assigned into the Acquisition Corps functional area. The civilian grade equivalent to the officer is a GS-12 or GS-13 whose proficiency level is advanced in his career field. The purpose of this study is to use a systems analysis approach to decompose the current acquisition officer professional development system, in order to study how well the current active duty officer flow works and how well it interacts or influences an acquisition officer's professional development; and to propose a potential solution to assist in the management of Army acquisition officers, so they gain proficiency through not only education and training, but also the hands-on experience that is needed to fill key leadership positions in the Army Acquisition Corps. An increased proficiency and proven successful track record in the acquisition workforce is the basis to positively affect acquisition streamlining processes within the Department of Defense by making good decisions through quality experience.

Book excerpt: The U.S. Department of Defense's (DoD's) acquisition workforce (AWF) includes more than 169,000 personnel who are responsible for identifying, developing, buying, and managing goods and services to support the military. In 2018, Congress directed the Under Secretary of Defense for Acquisition and Sustainment to conduct an assessment of gaps in business acumen, knowledge of industry operations, and knowledge of industry motivation present within the AWF and to determine the effectiveness of training and development (T&D) resources offered by providers outside DoD that were available to AWF personnel. RAND was chosen to perform the assessment, and researchers used a mixed-methods approach to do so, including interviews with DoD and industry professionals and reviews of AWF competency models, Defense Acquisition University course offerings, DoD policy, and academic and business literature. The authors found that the lack of standardized definitions obscures the need for knowledge related to business acumen, industry operations, and industry motivation, and while knowledge gaps appear to exist in these areas, the lack of requirements and desired proficiencies further hinders an estimation of the gaps' extent. DoD uses a wide array of internal and external T&D assets to develop the AWF, but training gaps related to these types of knowledge were difficult to determine in part because evidence about the effectiveness of different types of T&D is limited. The authors provide recommendations to DoD to improve how these types of knowledge are assessed and conferred as well as recommendations to Congress for incentivizing DoD's use of external T&D providers.

Chapter 4, Systems Engineering , outlines DoD guidance on systems engineering, and explains expectations for completing the Systems Engineering Plan (SEP). The chapter describes standard systems engineering processes and how they apply to the DoD acquisition system. It addresses the systems engineering principles that a program manager should apply to achieve a balanced system solution. Chapter 5, Life-cycle Logistics , provides the associated guidance the Program Manager (PM), Product Support Manager (PSM), and Life-Cycle Logisticians can use in influencing the design and providing effective product support. Chapter 6, Human Systems Integration , addresses the human systems elements of the systems engineering process. It will help the program manager design and develop systems that effectively and affordably integrate with human capabilities and limitations; and it makes the program manager aware of the staff resources available to assist in this endeavor. Chapter 7, Acquiring Information Technology, Including National Security Systems , explains how the Department of Defense complies with statutory and regulatory requirements for acquiring Information Technology and National Security Systems and in using a network-centric strategy to transform DoD warfighting, business, and intelligence capabilities.
