Download or read book Bureaucracy and Self Government written by Brian J. Cook and published by JHU Press. This book was released on 2014-12-15 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: A thorough update to this well-regarded political history of American public administration. In this new edition of his provocative book Bureaucracy and Self-Government, Brian J. Cook reconsiders his thesis regarding the inescapable tension between the ideal of self-government and the reality of administratively centered governance. Revisiting his historical exploration of competing conceptions of politics, government, and public administration, Cook offers a novel way of thinking constitutionally about public administration that transcends debates about “big government.” Cook enriches his historical analysis with new scholarship and extends that analysis to the present, taking account of significant developments since the mid-1990s. Each chapter has been updated, and two new chapters sharpen Cook’s argument for recognizing a constitutive dimension in normative theorizing about public administration. The second edition also includes reviews of Jeffersonian impacts on administrative theory and practice and Jacksonian developments in national administrative structures and functions, a look at the administrative theorizing that presaged progressive reforms in civil service, and insight into the confounding complexities that characterize public thinking about administration in a postmodern political order.

Download or read book Good Sweet written by Brian Levy and published by Penguin. This book was released on 2022-07-26 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: ONE OF THE BEST COOKBOOKS OF THE YEAR: Los Angeles Times, Serious Eats Groundbreaking recipes for real desserts—sweetened entirely by fruit and other natural, unexpectedly sweet ingredients—from a pastry cook who’s worked at acclaimed restaurants in New York and France. Brian Levy spent years making pastries the traditional way, with loads of refined sugar and white flour, at distinguished restaurants, inns, and private homes in the United States and Europe. But he discovered another world of desserts—one that few bakers have explored—where there’s no need for cane sugar or coconut sugar, for maple syrup or honey, or for anything like stevia. When Levy succeeded in making a perfect mango custard, harnessing only the natural sweetness of fruit with no added sugar, it was a breakthrough that inspired years of experimentation converting other desserts into nutritious indulgences. In Good & Sweet, Levy stretches this experiment across 100 recipes that ingeniously deploy fruit (dried, juiced, and fresh), nuts, grains, dairy, and fermented products to create sweet treats whose flavor is enriched by whole-food, feel-good ingredients. Every recipe offers substitutions for dietary restrictions and includes a flavorful sweetener that exceeds cane sugar, from freeze-dried sweet corn to coconut cream and apple cider. A Pistachio-Studded Peach Galette gets its wings from fresh fruit, dried apricots, and orange juice; chestnuts, golden raisins, and dried apples perform a pas de trois in Chestnut Ricotta Ice Cream; and dates, milk powder, and a touch of miso paste make for a dense, caramely Sticky Toffee Pudding Cake. With sweets like these—ones that nudge you toward mindful eating but don’t compromise flavor—you’ll never have to give up dessert.

Download or read book The Fourth Branch written by Brian J. Cook and published by University Press of Kansas. This book was released on 2021-04-21 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: In The Fourth Branch: Reconstructing the Administrative State for the Commercial Republic Brian J. Cook confronts head-on the accumulating derangements in the American constitutional system and how the administrative state has contributed to the problems, how it has been a key force in addressing the troubles, and how it can be reformed to serve the system better. The Fourth Branch is anchored in a powerful theory of regime design that guides a freshly comprehensive account of the historical development of successive political economies and administrative states in the United States and provides the normative grounding for more far-reaching constitutional change. Cook calls for a decisive, pattern-breaking response in the form of a constitutional redesign to accommodate a fourth branch, an administrative branch. The Fourth Branch shows that the creation of a fourth administrative branch is consistent with the history and traditions of American constitutionalism. Far more than that, however, the addition of a fourth branch could enhance American constitutionalism by making the separation of powers work better, increasing the likelihood that deliberative lawmaking will occur, strengthening civic capacity and public engagement in governance, and improving both accountability and coordination in the administrative state. By stressing that the administrative state in its current form is both biased toward business and seriously undermined by subordination to the three constitutional branches, Cook contends that neither abandoning the administrative state nor more deeply constitutionalizing or democratizing it within the existing constitutional structure is sufficient to fully legitimate and capitalize on administrative power to serve the public interest. Rather, Cook argues that it is imperative to confront the reality that a fundamental reordering of constitutional arrangements is necessary if the American commercial republic is to recover from its growing disorder and progress further toward its aspirations of liberal justice and limited but vigorous self-rule.
