Book excerpt: The U.S. Department of Energy (DOE) and the U.S. Department of Agriculture (USDA) are both strongly committed to expanding the role of biomass as an energy source. In particular, they support biomass fuels and products as a way to reduce the need for oil and gas imports; to support the growth of agriculture, forestry, and rural economies; and to foster major new domestic industries-- biorefineries--making a variety of fuels, chemicals, and other products. As part of this effort, the Biomass R AND D Technical Advisory Committee, a panel established by the Congress to guide the future direction of federally funded biomass R AND D, envisioned a 30 percent replacement of the current U.S. petroleum consumption with biofuels by 2030. Biomass--all plant and plant-derived materials including animal manure, not just starch, sugar, oil crops already used for food and energy--has great potential to provide renewable energy for America s future. Biomass recently surpassed hydropower as the largest domestic source of renewable energy and currently provides over 3 percent of the total energy consumption in the United States. In addition to the many benefits common to renewable energy, biomass is particularly attractive because it is the only current renewable source of liquid transportation fuel. This, of course, makes it invaluable in reducing oil imports--one of our most pressing energy needs. A key question, however, is how large a role could biomass play in responding to the nation's energy demands. Assuming that economic and financial policies and advances in conversion technologies make biomass fuels and products more economically viable, could the biorefinery industry be large enough to have a significant impact on energy supply and oil imports? Any and all contributions are certainly needed, but would the biomass potential be sufficiently large to justify the necessary capital replacements in the fuels and automobile sectors?

Book excerpt: This study, for the Northeast Regional Biomass Program (NRBP) of the Coalition of Northeast Governors (CONEG), evaluates the potential for local, state and regional biomass policies to contribute to an overall energy/biomass strategy for the reduction of greenhouse gas releases in the Northeastern United States. Biomass is a conditionally renewable resource that can play a dual role: by reducing emissions of greenhouse gases in meeting our energy needs; and by removing carbon from the atmosphere and sequestering it in standing biomass stocks and long-lived products. In this study we examine the contribution of biomass to the energy system in the Northeast and to the regions̀ net releases of carbon dioxide and methane, and project these releases over three decades, given a continuation of current trends and policies. We then compare this Reference Case with three alternative scenarios, assuming successively more aggressive efforts to reduce greenhouse gas emissions through strategic implementation of energy efficiency and biomass resources. Finally, we identify and examine policy options for expanding the role of biomass in the regions̀ energy and greenhouse gas mitigation strategies.

Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, commercial, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. Regardless of the potential for cost savings, biomass energy sources, aside from being perceived as more esoteric, are also viewed as more work for the user. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven states overcome obstacles and achieve biomass energy potentials.

Book excerpt: Interest in biofuels is growing worldwide as concerns about the security of energy supply and climate change are moving into the focus of policy makers. With the exception of bioethanol from Brazil, however, production costs of biofuels are typically much higher than those of fossil fuels. As a result, promotion measures such as tax exemptions or blending quotas are indispensable for ascertaining substantial biofuel demand. With particular focus on developing countries, this paper discusses the economic justification of biofuel promotion instruments and investigates their implications. Based on data from India and Tanzania, we find that substantial biofuel usage induces significant financial costs. Furthermore, acreage availability is a binding natural limitation that could also lead to conflicts with food production. Yet, if carefully implemented under the appropriate conditions, biofuel programs might present opportunities for certain developing countries.

In the United States, roughly 2% of the energy consumed annually is generated from wood and wood-derived fuels. Woody biomass needs to be preprocessed and pretreated before it is used for energy production. Preprocessing and pretreatments improve the physical, chemical, and rheological properties, making them more suitable for feeding, handling, storage transportation, and conversion. Mechanical preprocessing technologies such as size reduction and densification, help improve particle size distribution and density. Thermal pretreatment can reduce grinding energy and torrefied ground biomass has improved sphericity, particle surface area, and particle size distribution. This book focuses on several specific topics, such as understanding how forest biomass for biofuels impacts greenhouse gas emissions; mechanical preprocessing, such as densification of forest residue biomass, to improve physical properties such as size, shape, and density; the impact of thermal pretreatment temperatures on woody biomass chemical composition, physical properties, and microstructure for thermochemical conversions such as pyrolysis and gasification; the grindability of torrefied pellets; use of wood for gasification and as a filter for tar removal; and understanding the pyrolysis kinetics of biomass using thermogravimetric analyzers.

Stopping the increase of heat-trapping carbon dioxide in the atmosphere will likely require more reliance on current rather than ancient terrestrial solar input. Yet which forms of renewable energy are most appropriately used is a significant question for the twenty-first century. This dissertation concerns the potential supply of biomass energy crops as a renewable energy source in Massachusetts. Biomass represents a low-efficiency solar collector, and supplying society with an important portion of its energy from biomass would require a great deal of land. The cellulosic biomass crop evaluated in this research is switchgrass, among the most studied of possible biomass crops. The study looks at biomass energy crop potential from three perspectives. First, a biomass crop supply function is developed for switchgrass by 1) using a GIS model to estimate land availability by current land use and soil type; 2) using a crop-growth simulation model to estimate potential switchgrass yields; 3) estimating marginal production cost by land parcel; and 4) calculating a supply function from marginal production costs. Total technical potential is estimated to be about 1.3 million dry metric tons of switchgrass per year, though financial constraints would likely limit production to some portion of the estimated 125,000 metric tons per year that could be produced on existing grasslands. Next, the study examines circumstances under which landowners might opt to make land available for biomass crop production. The social challenge of minimizing biomass energy cost is described. Potential biomass crop landowner decisions are characterized in a theoretical utility maximization model, with results suggesting that non-price attributes of crop production are likely important to landowners. Finally, an empirical study using a landowner survey assesses interest in growing biomass crops, and uses contingent valuation (CV) to estimate landowner willingness to accept (WTA) land rent for biomass crops. The median estimate is $321/ha/yr, with a much-higher mean estimate of $658/ha/yr (based on a parametric estimator). While the realistic potential for biomass crops is some fraction of technically feasible potential, there are other potentially important roles for biomass crops in Massachusetts, for example in preserving unused farmland that would otherwise revert to forest.
