This collection of essays by distinguished German historians examines one of most important themes of German medieval history, the development of the local principalities. These became the dominant governmental institutions of the late medieval Reich, whose nominal monarchs needed to work with the princes if they were to possess any effective authority. Previous scholarship in English has tended to look at medieval Germany primarily in terms of the struggles and eventual decline of monarchical authority during the Salian and Staufen eras – in other words, at the "failure" of a centralised monarchy. Today, the federalised nature of late medieval and early modern Germany seems a more natural and understandable phenomenon than it did during previous eras when state-building appeared to be the natural and inevitable process of historical development, and any deviation from the path towards a centralised state seemed to be an aberration. In addition, by looking at the origins and consolidation of the principalities, the book also brings an English audience into contact with the modern German tradition of regional history (Landesgeschichte). These path-breaking essays open a vista into the richness and complexity of German medieval history.

Book excerpt: Apart from an opening survey of modern study of ancient Jewish history, which emphasizes the foundational role of German-Jewish scholars, the studies united in this volume apply philological methods to the writings of four of them: Heinrich Graetz, Isaak Heinemann, Elias Bickerman(n), and Abraham Schalit. In each case, it is argued that some seemingly trivial anomaly or infelicity, in a publication about such ancient characters as Antiochus Epiphanes, Herod, and Josephus, points to the way in which the historian constructed, and revised, his understanding of the Jews' situation under Greeks or Romans in light of his perception of the Jews' situation under the Second or Third Reich. The collection also includes a study that focuses on a Jewish medievalist, Philipp Jaffé, and unravels the indirect but inexorable process that led from a scholarly feud about the editing of medieval Latin texts, in the 1860s, to the "Berlin Antisemitism Dispute" (Berliner Antisemitismusstreit) of 1879-1881, which is commonly viewed as the opening act of modern German antisemitism.

Book excerpt: In this examination of the functions of lordship in a medieval society, Benjamin Arnold seeks answers to some of the most fundamental questions for the period of political and institutional history: How did the lords maintain control over the people, land, and resources? How was their rule sustained and justified? Arnold chooses to analyze the Eichstätt region, an area on the borders of three major German provinces: Bavaria, Franconia, and Swabia. The region was the geographical and political dimension within which succeeding bishops, with great tenacity and inventiveness, survived the threat of dominion by their secular neighbors, the counts. The bishops of Eichstätt were able to emerge with a durable territorial structure of their own, which they succeeded in recasting, between 1280 and 1320, into a credible and long-lasting principality. Modern ideas of political progress, Arnold contends, tend to be unfair to medieval institutions that have not left easily recognizable descendants. He argues that it would be more prudent to observe in the territorial fragmentation of Germany not the triumph of chaos but the outcome of a reasonably orderly social and legal process that provided alternative institutions to those of a centralized or national monarchy.

This is clearly not a work that can be summarized; suffice it to say that the transition...is indeed a wondrous one, and every step of the way is here clearly illuminated.
