To clear up every doubt and furnish the material for a considered judgment, it will not be superfluous to meet every accusation, even those whose mere recital violates common sense, and to. Bestow upon them more atten tion than might at first sight be considered appropriate. Belgium has nothing with which to reproach herself; it is due to her that this should be proved by evidence; that no piece of testimony should be omitted and that every mistake and every slander should be exposed firmly but dispassionately. Other nations besides my own have an equal interest in this. To represent Belgium as having failed to keep her promises strikes a blow at the cause of little nations and at the theory of perpetual neutrality. The history of the future will without doubt be that of the free development of nations, jealous of their independence and impatient to escape from the play of intrigue and the hegemony of foreign influence. The nations which have grown great under the shelter of the sanction of law, as well as those who may perhaps dream of attaining that benefit in the future, ought to have full knowledge of the lessons of the experience of Belgium. These lines are dated from Switzerland. In this country, which bears so strong a resemblance to my own, I have found not only the moral support of sympathy but also that moderate and critical attitude of mind which is necessary for one who undertakes a work in which so much restraint is necessarily placed upon the feelings of the writer.
