In his statement Adam responded to a report that had been issued by the Security Council regarding improvement of the efficiency of sanctions against Angola. The Security Council had imposed sanctions against Angola because of its illegal trafficking in diamonds. Adam notes that the Security Council had accused Belgium of not effectively policing the smuggling of illegal Angola diamonds on the Belgian market, and he refutes this statement.
