Most economists are confronted daily with the practical question of how the world is organised and how the global economy performs? When economists conclude they can grasp certain aspects scientifically, they offer an answer, which becomes, in turn, a question to the policy makers, keen on changing the world for the better. The unique approach presented in the book is the combination of the theoretical considerations with the policy viewpoint analysis, due to the author's own experience with policy-making as deputy premier and finance minister of Poland (twice and very successful as an architect of Polish reforms). Another important feature is a vast, yet comprehensive and deep discussion of the interactions between technology change and society and the economy both, in the world economy and in emerging markets, especially the post-communist ones. Of great importance for sustained development are the institutions. They are not only created and built, but also need to be learnt. Not only theoretical arguments, but also the practical experience demonstrates that faster economic growth is attained by those countries which take greater care to foster the institutional reinforcement of market economy and civic society. Yet progress in market-economy institution building is not in itself sufficient to ensure durable and fast growth. Another indispensable component is an appropriately designed and implemented economic policy, which must not confuse the means with the aims.

Book excerpt: One would think states and peoples have had so many bad experiences with inflation that politicians at the helm of these states would do everything within their power to avoid inflation and, in particular, its very intensive shape, i. e. hyperinflation. However, this has not been the case. After the big inflations of the twenties and the post-war inflations of the fourties, we still witness intensive, economically, socially and politically extremely painful inflationary processes. And the eighties will be particularly engraved in history as a period in which the inflation has assumed an exceptionally dynamic character with respect to some countries. This regards, in the first place, Latin America, but not exclusively. Not without reason -as will be of particular intensity has also affected shown in this book -inflation countries which, according to the passed economic doctrine, were supposed to be completely immune from this economic illness. Most generally, the inflation can be assumed to be a uniform phenomenon which, in each case, can be described by a single, universal definition, while being divided into a number of forms and types distinguishable according to their original and secondary sources, their mechanisms, the ways of their manifestation as well as to their effects and the methods of counteracting them.

The book is based an my doctoral dissertation, which was completed at the Marketing and Banking Departments of the Vienna University of Economics under the auspices of Fritz Scheuch and Gustav Raab. Their teaching, constructive criticism, and encouragement provided the intellectual stimulation for bringing this dissertation to completion. This applies equally to several professors at the University of Illinois at Urbana-Champaign. Harry Triandis and Anant Negandhi introduced me to cross-cultural research and inter national management. Howard Themas, Marjorie Lyles, and Irene Duhaime helped me to crystallize thoughts. Hanns-Martin Schönfeld, Seymour Sudman and Gerald Salancik challenged my thoughts about organizational behavior and methodology. Richard Watson, Univer sity of Georgia, and Louis Flores of Northern Illinois University were very helpful in providing address material for Australia and Latin America, as well as through assistance with translations. Norihiro Suzuki of Int'l Christian University, Tokyo, and Hiro Matsusaki of Tokyo University helped with Japanese translations.
