A German emigré, Pevsner was not at first trusted to speak on the air, and was only invited to appear at the very end of the war, in spite of his growing eminence in academia and publishing. With the arrival of the Third Programme in 1946, however, he quickly became a broadcasting celebrity, and one whom senior BBC figures regarded as essential and novel listening. Pevsner: The BBC Years looks at the sudden rise in Pevsner’s standing at the BBC, at what he was admired for, and at the circumstances surrounding his being commissioned, in the mid-1950s, to give the first series of Reith Lectures on an arts subject -- the relationship between visual expression and national identity. The book explains the roles played by Geoffrey Grigson, Basil Taylor, Anna Kallin and Leonie Cohn in advancing Pevsner's BBC career, analyses the literary character of his broadcasting, and considers the function of his talks as an extension of European belletrism. It also demonstrates the significance of his concurrent editorship of the King Penguin series of books. In addition, Pevsner: The BBC Years documents the unravelling of Pevsner's reputation. It shows how he was caught between changing fashions in media culture and damaged by doubts about the safety of his ideas, both within the BBC and, externally, among British conservatives who found him too radical and American radicals who found him too conservative. In Pevsner: The BBC Years, correspondence from the BBC’s archives provides a case study of scholarly thought being exposed to independent scrutiny -- a process with lessons for today.

Using empirical analysis of crisis news production at the BBC, this book shows that the emergence of social media at the BBC and the need to manage this kind of material led to a new media logic in which tech-savvy journalists take on a new centrality in the newsroom. In this changed context, the politico-economic and socio-cultural logic have led to a more connected newsroom involving this new breed of journalists and BBC audience. This examination of news production events shows that in the midst of transformations in journalistic practices and norms, including newsgathering, sourcing, distribution and impartiality, the BBC has reasserted its authority as a public broadcaster. Book excerpt: The Culture Media and Sport Committee says that the main outcomes of the BBC Trust's strategic review do not move the BBC on to the extent required by current circumstances, and that the incoming Chairman will have much to get grips with. The new licence fee agreement was reached "unexpectedly" in October 2010 between the Department for Culture Media and Sport and the BBC, but without any time for wider consultation with viewers or Parliament. The Committee believes the agreement reached is a reasonable one, but the process undermined confidence in both the Government's and the BBC's commitment to transparency and accountability. On the partnership between BBC and S4C, it is unclear how S4C can retain its independence under the new arrangements. It is extraordinary that the Government and the BBC should agree such wide-ranging changes without consultation or giving S4C any notice or say at all. The Committee is particularly concerned that National Audit Office still does not have the promised access to conduct independent assessments of the BBC's value for money. The Committee is also disappointed that banded information on talent salaries is still not in the public domain. The BBC opened itself to predictable ridicule with the decision to hire a "migration manager" who had to commute from the United States to manage the transition to the new Salford site. The report concludes that big questions remain over how radically the BBC needs to reconfigure both content and delivery in the years ahead.

Book excerpt: This report investigates: the governance of the BBC's commercial arm, BBC Worldwide; the activities of BBC Worldwide, including programme sales, production, magazines and websites; BBC Worldwide's acquisition of Lonely Planet; and the possible partnership between BBC Worldwide and Channel 4. There are major benefits from the BBC undertaking commercial activities: the profits generated by the exploitation of the BBC's intellectual property can be reinvested in the BBC's public services, to the benefit of licence fee payers. But the manner in which some of the BBC's commercial revenue is generated, and the governance arrangements within which the BBC Worldwide operates, causes increasing concern. Worldwide has proved successful in recent years in exploiting new commercial opportunities, made possible by a loosening of the rules that govern the limits to its operations. However, there a balance to be drawn between Worldwide generating a return for the BBC, and limiting Worldwide's operations in order to ensure it upholds the BBC's reputation and does not damage its commercial competitors. Worldwide's minority stakes in overseas production companies, its controversial acquisition of Lonely Planet, and its growing portfolio of magazines, suggest that the balance has been tipped too far in favour of Worldwide's unrestricted expansion, jeopardising the reputation of the BBC and having an adverse impact on its commercial competitors. It is in the interests of the UK's creative economy as a whole that BBC Worldwide's activities are reined back. The BBC Trust should reinstate the rule that all BBC commercial activity must have a clear link with core BBC programming.

Often one of the very few things people outside this country know about Britain is that it is the home of the BBC. The BBC's value lies not only in the organisation itself, but in its accumulated reputation, experience and goodwill, in its public service remit, and in its place at the centre of a vibrant broadcasting industry. It sets a standard in broadcasting quality, impartiality and independence that serves as a benchmark for others. For these reasons the BBC has a vast amount to contribute as an international standard of excellence in public service broadcasting. At a time when many media organisations are reducing their international coverage, relying on a few feeds and becoming more prone to crowd behaviour, there is a huge opportunity for the BBC to consolidate this global position. But the BBC also has a role as a beacon of enlightened values of openness, freedom of thought, toleration and diversity. As the world increasingly divides on ideological and sectarian grounds, it is vital more than ever today to preserve an educated public realm in which civilised debate and the mutually respectful exchange of ideas may flourish. What would it take to create another? It is very hard to imagine how it could be done. Yet this does not mean the BBC is beyond improvement, or secure from technological, financial or commercial challenge. First, its core activities are under serious commercial threat: from traditional competitors, from new online insurgents, from lower cost providers of access to high quality programming, among others. New technologies and ways of accessing programmes are pushing the BBC to consider long term alternatives to the licence fee. Secondly, the BBC is not well served by its often unwieldy bureaucracy, its internal politics, and a culture which has been criticised as arrogant and introspective. And finally, the BBC's Director General has argued that the licence fee is viable for the coming Charter period. But as commercial and technological pressures converge, as the BBC's market share continues to fall and a new generation consumes its media in innumerable new ways, there is the question whether or not the licence fee funding model can be sustained.

It specifically has reservations about the move to licence fee funding for the World Service and what that would mean for the World Service's budget, and its ability to be heard amongst all the other competing voices within the BBC. The Committee regrets that the World Service now has no direct voice on either the BBC Executive Board or the Management Board, and it says that it "remains to be seen" whether representation of the World Service's interests at Board level by the Director of News and Current Affairs will indeed safeguard the distinct nature of the World Service. The Committee welcomes the assurance given in evidence by James Harding, the BBC's Director of News and Current Affairs, that the £245 million budget for the World Service in 2014-15 will be used as a baseline for the following two years. But what is really needed is longer-term protection at institutional level, and we continue to be concerned about the absence of a direct voice for the World Service on either the BBC's Executive Board or the Management Board
