Book excerpt: Our human capacity for planning agency plays central roles in the cross-temporal organization of our agency, in our acting and thinking together (both at a time and over time), and in our self-governance (both at a time and over time). Intentions can be understood as states in such a planning system. The practical thinking at the bottom of this planning capacity is guided by norms that enjoin synchronic plan consistency and means-end coherence as well as forms of plan stability over time. The essays in this book aim to deepen our understanding of these norms and to defend their status as norms of practical rationality for planning agents. The general guidance by these planning norms has many pragmatic benefits, especially given our cognitive and epistemic limits. But appeal to these general pragmatic benefits does not fully explain the normative force of these norms in the particular case. In response to this challenge some think these norms are, at bottom, norms of theoretical rationality on one's beliefs; some think these norms are constitutive of intentional agency; some think they are norms of interpretation; and some think the idea of such norms of practical rationality is a myth. These essays chart an alternative path. This path sees these planning norms as tracking conditions of a planning agent's self-governance, both at a time and over time. It seeks associated models of such self-governance. And it appeals to the idea that the end of one's self-governance over time, while not essential to intentional agency per se, is, within the planning framework, rationally self-sustaining and a keystone of a rationally stable reflective equilibrium that involves the norms of plan rationality. This end is thereby in a position to play a role in our planning framework that parallels the role of a concern with quality of will within the framework of the reactive emotions, as understood by Peter Strawson.

Proponents of self-regulation in the realm of free speech have argued that unhindered public expression causes true ideas to gain strength through scrutiny. Similarly, scientific inquiry has been regarded as a self-correcting system, one in which competing hypotheses are verified by multiple independent researchers. It was long thought that society was better left to organize itself through free markets as opposed to political institutions. Book excerpt: Benjamin Constant (1767-1830) was born in Switzerland and became one of France's leading writers, as well as a journalist, philosopher, and politician. His colourful life included a formative stay at the University of Edinburgh; service at the court of Brunswick, Germany; election to the French Tribunate; and initial opposition and subsequent support for Napoleon, even the drafting of a constitution for the Hundred Days. Constant wrote many books, essays, and pamphlets. His deepest conviction was that reform is hugely superior to revolution, both morally and politically. While Constant's fluid, dynamic style and lofty eloquence do not always make for easy reading, his text forms a coherent whole, and in his translation Dennis O'Keeffe has focused on retaining the 'general elegance and subtle rhetoric' of the original. Sir Isaiah Berlin called Constant 'the most eloquent of all defenders of freedom and privacy' and believed to him we owe the notion of 'negative liberty', that is, what Biancamaria Fontana describes as "the protection of individual experience and choices from external interferences and constraints." To Constant it was relatively unimportant whether liberty was ultimately grounded in religion or metaphysics -- what mattered were the practical guarantees of practical freedom -- "autonomy in all those aspects of life that could cause no harm to others or to society as a whole." This translation is based on Etienne Hofmann's critical edition of Principes de politique (1980), complete with Constant's additions to the original work.

Book excerpt: It is part of current missiological orthodoxy that newly created churches should obtain independence from cross-cultural missionaries as soon as possible. It is not often realised that much Victorian missionary thinking shared that objective. This important new work examines the ideal of the self-governing church in the Victorian period through a study of the official mind of the Church Missionary Society. The study begins with an examination of Henry Venn's, the famous CMS Secretary, commitment to self-supporting, self-propagating and self-governing churches. Was he a lonely figure battling against the accepted wisdom of the mid-Victorian period? The author argues that he was not, and was, if anything a slightly conservative spokesman for much current wisdom. Far from his views being abandoned at his death, they were the accepted orthodoxy within CMS until the end of the century. Although they came under increasing attack in the nineties, it was not until the beginning of the twentieth century, particularly under the influence of Eugune Stock, that they were finally abandoned. The importance of this study lies not only in its ability to explain Victorian missionary development, but also because it takes on board the age-old issue of how quickly should a church become self-governing.
