Texas, performed an intensive cultural resources inventory survey of approximately 1,213 acres (491 ha) on McGregor Guided Missile Range, Fort Bliss Military Reservation, Otero County. New Mexico. The purpose of this archaeological survey was to identify, document, and inventory prehistoric and historic remains in support of the Multiple Launch Rocket System (MLRS) training requirements. This survey looked at four proposed parcels (Alpha, Charlie, Echo. and Golf ranging in size from 148 acres (60 ha) at the Golf parcel (0436 acres (177 ha) at the Alpha parcel. Twenty nine (21) archaeological sites (FIB 9603, FIB 15603-FIB 15621. and FIB 15685) including 20 previously unrecorded and one revisited (PB 9603), along with 197 isolated occurrences were identified and documented during this project. These archaeological sites represent prehistoric temporal affiliations spanning approximately 5,000 years of human occupation (Middle Archaic through late Formative) in the Tularosa Basin of south central New Mexico. No Historic period sites were identified, although isolated artifacts discovered attest to a Historic period presence within the region. The application of the Fort Bliss site significance standards, including a ranking system for eligibility determinations for the discovered archaeological sites, was applied. This application recommends 15 as sites eligible for inclusion in the NRHP (FIB 15603-FIB 15605, FIB l5607-FB 15611. lIsa 15613-FB 15618. and FIB 156115). four sites as of unknown eligibility (FIB 15606. FIB 15612, FIB 15619, and FIB 15620), and one site (FIB 15621) was recommended as ineligible. The previously recorded site (FIB 9603) was not included in the eligibility recommendations because it was not re-recorded due to its enormous size.

Book excerpt: Between February 27 and March 7, 2008, archaeologists from the Fort Bliss Directorate of Public Works - Environment conducted a pedestrian survey of 24 acres for a proposed power line running from Range 47 to Range 48 and 49, Dona Ana Range, New Mexico. The APE is a 15 m wide by 6.4 mile long corridor that runs along an existing dirt road. The APE will have poles installed along the length of the corridor using a drilling rig. Areas of large coppice dunes will be bladed prior to pole installation to ease pole installation and create a service access line along the route. The project was initiated to comply with the requirements of Section 106 of the National Historic Preservation Act (NHPA) of 1966 as amended (PL-96-515) and guided by 36 CFR 800 as implemented through the Fort Bliss Programmatic Agreement and AR 200-4; the Archaeological and Historical Preservation Act (AHPA) of 1974 as amended (PL-93-291); the National Environmental Policy Act (NEPA) of 1969 (PL-90-190) as implemented by 40 CFR 6, 40 CFR 1500-1508, 32 CFR 651, and AR 200-2; and Executive Order Number 11593 (Protection and Enhancement of the Environment). Five new sites were documented along the proposed power line corridor. Of these, only one was considered eligible for inclusion to the NRHP. Eight previously recorded sites lie along the proposed power line corridor. Of these, two (LA 97945 and LA 92563) have been recommended eligible for inclusion to the NRHP; three sites are recommended not eligible for the NRHP and have NM SHPO concurrence and are not considered further in this report as the project will have no effect. Three other sites were recently re-evaluated and found to be not eligible for the NRHP. The two eligible sites have been subjected to data recovery and are considered mitigated; the project will have no adverse affect at these sites. One site, LA 91032, was of undetermined eligibility and re-evaluated during the current project. This site was determined eligible for the NRHP and is currently within a Restricted Zone. The power line installation will have no adverse effect on the qualities that make this site eligible. In sum, the current project will have no adverse affect on any historic properties.

Book excerpt: Throughout November and December 2003 and January 2004, Walcoff Technologies conducted an intensive archaeological survey for portions of an existing powerline on White Sands Missile Range and Fort Bliss (13 miles on White Sands Missile Range and 10 miles on Fort Bliss). The project area covers approximately 278 acres in Doña Ana and Otero Counties. On White Sands Missile Range three new archaeological sites (LA 143,286, LA 143,287, and LA 143,288) and 41 isolated occurrences were recorded. Seventeen previously recorded sites were revisited (LA 16268; LA 51223; LA 62695; LA 62696; LA 62706; LA 63186; LA 63283; LA 62384; LA 63285; LA 63287; LA 70279; LA 70281; LA 117,502; LA 127,315; LA 127,317; LA 127,318; and LA 127,319). On Fort Bliss three previously recorded sites were revisited (LA 91055; LA 92320; and LA 93605). Many of these site [sic] are considered eligible for inclusion in the National Register of Historic Places under criterion (d). It is recommended that project activity in the vicinity of these sites be kept to the existing powerline access road. All brush clearing should be done by hand and an archaeologist should be present to monitor this activity. Provided these provisions are met, it is recommended that project activity be allowed to proceed as currently planned.
