What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as a result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.

From the ruins of Racam emerged Union des Populations du Cameroun (UPC) in 1948 that stood opposed to French policies in Cameroun. In January 1959 France decolonized and granted Cameroun independence at a time when the people were still reeling from the trauma of Um Nyobes death. Cameroon: Traumas of the Body Politic examines the traumatic events that have shaped the contours and influenced the trajectory of Cameroons political history from the 1940s to the 1990s: the momentous power shifts of 1958 and 1959 in the two Cameroons; rupture of coastal and hinterland cooperation in Southern Cameroons; the political revolution called anlu that changed the course of politics in Southern Cameroons; the disappointment of reunification and the genesis of the Anglophone Problem; Ahidjos quarter-century reign of terror; the succession schism, attempted coup dtat, political liberalization, and the New Deal Society experiment; the quest for multipartyism and Operation Ghost Town, etc. These events are explored anew through critical analysis, synthesis, and re-interpretation with uncommon explanatory power.

Book excerpt: During the 1990s, as the Internet in general and e-mail in particular grew in popularity as a means of communication, a number of Cameroonians residing in various parts of the world established a vibrant and lively electronic forum for the discussion of various issues related to their native land. The forum, known as Camnet, demonstrated that Cameroonians living abroad could actively participate in the political, economic and social processes taking place at home. This ability to remain actively engaged in the development of ones nation through the Internet is what Endeley calls virtual activism. Camnet thus distinguished itself as the first and most influential breeding ground for Cameroonian virtual activism. Although Camnet appeared to be dominated by political discussions, it was a truly multi-dimensional forum. No topic was explicitly forbidden and on some occasions the participants conducted extensive debates on issues that had nothing to do with Cameroon or with politics. In this publication, however, the author has chosen to present only a representative sample of his own contributions from the late 1990s with a direct bearing on Cameroons development. Some of the contributions are in French and in order to reflect the bilingual nature of the debates that took place on Camnet, these have not been translated into English. The informed reader will be struck by the issues which were being debated over 15 years ago as well as by the fact that some of the predictions the author made in the 1990s are a reality today.

However the premises of the African scholars whose empirical research and analytical explorations are included in this volume are that democratic form and democratic substance are two different things; Western-derived institutional forms are neither necessarily the most appropriate nor the most practical in the current African context; and rooting democratic norms in the political cultures of African polities raises socio-cultural issues with which political scientists must engage. This book explores various critical questions in the context of particular elections and particular countries as diverse as Ghana, Nigeria, Kenya, the Congo, Cameroon and the Central African Republic. They include the continuing impact of police state apparatuses following democratic transition; factors influencing African voters' attitudes and behaviour; the impact of incumbency on electoral competition; women's electoral participation; the phenomenon of often very limited party programmatic choice in the context of huge social diversity and multi-party competition; and the controversial issues around the transplantation of liberal democratic institutions. Underlying these issues is the fundamental question of whether democratic processes as currently practised in Africa are really making any significant difference to the African struggle for economic, social and cultural progress. This volume is valuable for the original perspectives of its African contributors; the issues it explores; and the concrete democratic experiences it analyses; and the challenges it makes to the existing concepts, paradigms and practices of liberal democracy.

Rather than locating the case studies in an exclusively African historical context, the focus is on the trajectories of the postcolonial city (with the important exception of Addis Ababa with a non-colonial history that has granted it a special place in African consciousness). These trajectories enable comparisons with those of postcolonial cities on other continents.
