Kaneko was a lawyer with a knowledge of economics, while Suematsu was a historian with a literary bent. Both men were also politicians and close to the Meiji oligarch Ito Hirobumi. They were the two prongs of Japan's first ever public diplomacy initiative, and both succeeded to a considerable degree.

Following the Russo-Japanese War, the United States cultivated an amicable relationship with Japan based on the belief that it was a "progressive" empire akin to its own. Even as the two nations competed for influence in Asia and clashed over immigration issues in the American West, the mutual respect for empire sustained their transpacific cooperation until Pearl Harbor, when both sides disavowed their history of collaboration and cast each other as incompatible enemies. In recovering this lost history, Chris Suh reveals the surprising extent to which debates about Korea shaped the politics of interracial cooperation. American recognition of Japan as a suitable partner depended in part on a positive assessment of its colonial rule of Korea. It was not until news of Japan's violent suppression of Koreans soured this perception that the exclusion of Japanese immigrants became possible in the United States. Central to these shifts in opinion was the cooperation of various Asian elites aspiring to inclusion in a "progressive" American empire. By examining how Korean, Japanese, and other nonwhite groups appealed to the United States, this book demonstrates that the imperial order sustained itself through a particular form of interracial collaboration that did not disturb the existing racial hierarchy.

Book excerpt: This book examines how Asianism became a key concept in mainstream political discourse between China and Japan and how it was used both domestically and internationally in the contest for political hegemony. It argues that, from the early 1910s to the early 1930s, this contest changed Chinese and Japanese perceptions of ‘Asia’, from a concept that was foreign-referential, foreign-imposed, peripheral, and mostly negative and denied (in Japan) or largely ignored (in China) to one that was self-referential, self-defined, central, and widely affirmed and embraced. As an ism, Asianism elevated ‘Asia’ as a geographical concept with culturalist-racialist implications to the status of a full-blown political principle and encouraged its proposal and discussion vis-à-vis other political doctrines of the time, such as nationalism, internationalism, and imperialism. By the mid-1920s, a great variety of conceptions of Asianism had emerged in the transnational discourse between Japan and China. Terminologically and conceptually, they not only paved the way for the appropriation of ‘Asia’ discourse by Japanese imperialism from the early 1930s onwards but also facilitated the embrace of Sino-centric conceptions of Asianism by Chinese politicians and collaborators.

As far as my own research was able to ascertain, the last comprehensive work dealing with this subject was writ ten in Germany by the Dresden internist, F. Lickint, whose Tabak und Organismus was published in 1939 by the Hip pokrates-Verlag. All subsequent monographs in this field have tended to focus on detailed aspects, and there has been no shortage of publications on subjects such as how smokers can quit smoking, healthy eating for smokers etc. Friends and colleagues abroad have urged me to prepare an English language version of Tabakabhiingigkeit. In gladly complying with this suggestion, I have intentionally prepared an up dated and slightly enlarged new edition, taking account of the rapidly proliferating literature on the subject up to the start of 2002. The harmful sequelae of smoking are played down by politicians in many industrialised countries, including Ger many.

In recent years, however, the subject has begun to attract wide interest. As is evident from this volume, this period of roughly a century and a half produced an outpouring of art created in a bewildering number of genres and spanning a wide range of aims and accomplishments. Since Meiji is the first sustained effort in English to discuss in any depth a time when Japan, eager to join in the larger cultural developments in Europe and the U.S., went through a visual revolution. Indeed, this study of the visual arts of the nineteenth and twentieth centuries suggests a fresh history of modern Japanese culture--one that until now has not been widely visible or thoroughly analyzed outside that country. In this extensive collection, which includes some 190 black-and-white and color reproductions, scholars from Japan, Europe, Australia, and America explore an impressive array of subjects: painting, sculpture, prints, fashion design, crafts, and gardens. The works discussed range from early Meiji attempts to create art that referenced Western styles to postwar and contemporary avant-garde experiments. There are, in addition, substantive investigations of the cultural and intellectual background that helped stimulate the creation of new and shifting art forms, including essays on the invention of a modern artistic vocabulary in the Japanese language and the history of art criticism in Japan, as well as an extensive account of the career and significance of perhaps the best-known Japanese figure concerned with the visual arts of his period, Okakura Tenshin (1862-1913), whose Book of Tea is still widely read today.
