More and more companies have to be handed over to the new generation. This process is a challenge for all parties involved. The support of business transfer assistance is just as essential for the European economy as the promotion of start-ups because both are critical to the development of the European economy. Over 450.000 firms with over two million jobs are transferred to a new owner in the EU-28 each year. Around one-third of these transfers fail, and the companies are closed. The future growth and sustainability of innovative companies in the Baltic Sea Region are severely limited by failed business transfers. Furthermore, due to a lack of available and appropriate successors, many firms are liquidated rather than transferred. This publication is part of the project INBETS (www.inbets.eu), highlights the background to the current situation of business transfers in the Baltic Sea Region, and proposes a policy program to promote business successions and open up new target groups of potential successors. Part-financed by the European Union (European Development Fund and European Neighbourhood and Partnership Instrument) within the INBETS project. This publication does not necessarily reflect the opinion of the European Commission.

The Financial Times calls the region an "economic tiger" or even "the Engine Room of Europe" (Burt 1999, 1). Others do not see such good prospective and rather warn that "positive trends should not lead to total optimism ... [because, in their view,] economic integration comprising all states bordering the Baltic Sea is not easily to be visualized in the near future" (NEBI Yearbook 1998, 5). The decision of a company, whether to invest or to go public in a certain country, should be based (mainly) on the analysis of the region which is not always an easy task. The main objective of this paper is thus to analyse the economic situation in the Eastern Baltic Rim countries by looking at the integration process into the EU, the successes in attracting foreign investors, and the success of the transforming process in general by the means of a SWOT analysis. Theoretical information will give the ability to understand Chapters three through seven on strengths, weaknesses, opportunities and threats of the region.

Latvia is similar in size to North Carolina, with a population of approximately 2.25 million. The country provides an attractive market for American IT equipment and services, capital machinery and equipment, medical and consumer products, and energy products. Located at the center of the three Baltic States, Latvia is a member of the European Union (EU) and provides a strategic location as a commercial, financial, and transportation hub for the Nordic/Baltic region. The commercial environment is generally friendly to foreign companies, and EU directives are implemented and observed. There are no controls on import, export, or the use and conversion of foreign currencies, which facilitates investment and repatriation of profits. The Latvian government has adopted modern laws establishing copyrights, patents and trademarks and the means for enforcing their protection. Telecommunication services are modern, and the real estate market provides both modern housing and business venues. English is widely spoken in government and business. Many U.S. companies doing business in Latvia rate the business environment among the best in Central and Eastern Europe. The legal system, tax structures, and trade and other regulations have been significantly modified to harmonize them with EU standards. Most EU directives have been incorporated into the Latvian legislative system. Latvia has been a member of the WTO since 1999. The country joined the EU and NATO in 2004.
