Book excerpt: Between 1955 and 1982, the Department of Defense (DOD) published on a biennial basis the Map Book of Major Military Installations. This publication was intended to provide DOD managers a convenient reference for identification of major military installations in the United States. Information in this statistical abstract table is for the most part provided according to Military Department with a total for Other Defense Activities. Personnel information includes both active duty military and direct hire civilian personnel. Payroll outlays and prime contract awards over $25,000 are combined to provide an indication of total expenditures for each state. These data are also broken down by type of payroll and category of contract, respectively. In addition, the following information is provided for each state: (1) 10 locations where the largest expenditures were made and the most personnel were located; (2) total prime contract awards over $25,000 for the past three fiscal years; and (3) the top five contractors, their total awards, major areas of work, and major locations of performance.

In the late 1970's, officials in the Office of the Secretary of Defense suggested that the geography information in the 'Map Book' be combined with the financial and personnel data so that a wide range of information about DOD would be available in a single publication. A prototype of this new book, in 1981, resulted in the first Atlas/State Data Abstract, in 1982, and included geographic, financial, and personnel information for the fifty states. In doing so, the authors provide a comprehensive picture of the interaction between defense spending and the economic and political structure of the United States, complementing their exploration of topical concerns such as SDI with analysis of long-term trends and issues of timeless importance in the defense debate. Because of the politicizing of defense planning and procurement, there have been few significant applications of optimization techniques to high-level defense issues over the past decade. As a result, there has been a rapid decline in the importance of those techniques—historically the focus of books on defense economics. Like its predecessors, this book presents optimization techniques applicable to a wide variety of defense problems, but it also illustrates what happens in actual practice and why defense decisions are often not economically efficient. The authors discuss alternatives for cases when political constraints make efficient solutions unlikely and explore changes in the defense establishment and political structures that would make economically efficient resource allocations a reality.
