Book excerpt: In light of the significant changes in the international security environment resulting from the dissolution of the Soviet Union and declining resources available for defense needs, the Department of Defense (DoD) has examined U.S. defense strategy, force levels, and budgetary requirements for the post-Cold War era. In 1991, President Bush presented a defense plan reflecting a shift in U.S. strategy from preparing for a global war in Europe against the Soviet Union to preparing for major regional conflicts against uncertain adversaries. The structure from this defensive plan became known as the base force until the Clinton Administration took over in 1993. Once again the DoD reviewed the nation's defense strategy, force structure, modernization, infrastructure, foundations, and resources needed for the post-Cold War ear. Their efforts produced a document called the Bottom-Up Review (BUR) which continued to focus on regional threats; however, it de-emphasized the possibility of a re-emerging Soviet threat. In its place, the BUR came up with a two major regional contingency (MRC) strategy. This paper analyzes the BUR with particular focus on its shortfalls. The paper further outlines several recommendations the Quadrennial Defense Review (QDR) panel should consider which will produce the appropriate changes that reflect the world of today, not yesterday.

DOD used the results of the bottom-up review to develop its fiscal year 1995 budget and Future Years Defense Program. Because the bottom-up review is the basis for DOD'S planning, programming, and budgeting for the foreseeable future, GAO examined DOD's assumptions about key aspects of the two-conflict strategy to determine whether they reasonably support DOD's conclusion that the projected force, with capability improvements, can execute the strategy. GAO did not review the rationale for DOD's decision to select the two-conflict strategy.

A principle force structure recommendation made by the Bottom Up Review was sizing the Navy's aircraft carrier fleet at 12 -- a fleet that stood at 15 plus one training carrier in 1990, and at 12 in 1993 2. The study highlighted two separate requirements which drove this number. First, from a warfighting perspective, four to five carriers were needed for each of two major regional contingencies (MRCs). Second, the Navy's continuing overseas presence mission imposed additional deployment requirements for aircraft carriers which exceeded the total number needed to win two MRCs 3.

It identified assumptions or data used in Nimble Dancer pertaining to several specific areas, such as readiness, threat, and force availability. This report, an unclassified version of our May 1996 classified report, presents our observations on the objectives, methodology, and results of the exercise, and appendix I provides details on the specific areas of interest. In its October 1993 Bottom-Up Review of the nation's defense needs, DoD, among other things, judged that it is prudent to maintain the capability to fight and win two nearly simultaneous MRCs. In the review, DoD also determined the forces, enhancements to force capabilities, and funding necessary to execute this element of the national military strategy. Since the Bottom-Up Review, DoD has conducted various studies to examine the two MRC requirement. In an August 1994 memorandum, the Chairman of the Joint Chiefs of Staff authorized DoD to conduct the Nimble Dancer exercise. The primary objective of the exercise was to assess the capability of the programmed Bottom-Up Review force to fight and win two nearly simultaneous MRCs during different time periods, and the secondary objective was to identify critical issues for further resolution or study. The Chairman's memorandum generally stated that the exercise would test the sufficiency of forces by examining various areas, such as lift, intelligence, and sustainment, and provide a forum for conducting sensitivity analyses.
