Book excerpt: This evaluation of the Poverty Reduction Strategy Paper (PRSP) and Poverty Reduction Growth Facility (PRGF) processes in Tanzania was jointly undertaken by the Operations Evaluation Department (OED) of the World Bank and the Independent Evaluation Office (IEO) of the IMF. The goal of the evaluation, as emphasized in the joint terms of reference, is to inform the policies and internal processes of the World Bank and the IMF, but not to evaluate the performance of the government. The report is laid out as follows: section two provides a background to the poverty situation in Tanzania as well as the economic and political context. The section also looks at the national strategies and processes for policy formulation that preceded the introduction of the PRSP and the PRGF. Section three discusses the Poverty Reduction Strategy Paper process in Tanzania, starting with a look at the relevance of the process to the key development challenges facing the country and then turns to the issue of how the underlying principles of the PRSP have been applied. It concludes with an analysis of the preliminary results.

Parents, educators, and policymakers generally agree that something must be done to improve schools, but the consensus ends there. The myriad of reform documents and policy discussions that have appeared over the past decade have not helped to pinpoint exactly what should be done. The case for investment in education is an economic one: schooling improves the productivity and earnings of individuals and promotes stronger economic growth and better functioning of society. Recent trends in schooling have, however, lessened the value of society's investments as costs have risen dramatically while student performance has stayed flat or even fallen. The task is to improve performance while controlling costs. This book is the culmination of extensive discussions among a panel of economists led by Eric Hanushek. They conclude that economic considerations have been entirely absent from the development of educational policies and that economic reality is sorely needed in discussions of new policies. The book outlines an improvement plan that emphasizes changing incentives in schools and gathering information about effective approaches. Available research and analysis demonstrates that current central decisionmaking has worked poorly. Concentrating on inputs such as pupil-teacher ratios or teacher graduate degrees appears quite inferior to systems that directly reward performance. Nonetheless, since experience with such alternatives is very limited, a program of extensive evaluation appears to be in order. This report analyzes these barriers and makes recommendations for needed change, to ensure women's full contribution to private sector development and economic growth in Tanzania. Building on intensive stakeholder consultations and the findings of numerous studies, notably the MKURABITA diagnostic and the 2003/4 Investment Climate Assessments for Tanzania and Zanzibar, this report examines these gender-related barriers to growth and investment. It highlights legal and administrative constraints that have a disproportionately negative effect on female-headed businesses, and makes recommendations for needed reforms. Addressing these issues would not only help unlock the full economic potential of women, but would help improve the environment for all businesses in Tanzania. While Tanzania's economic growth has been strong, this report finds that if the country were to bring female secondary schooling and female total years of schooling to the same level as now enjoyed by males, this could produce up to an additional annual percentage point of growth - a valuable contribution to achieving the 6-8 percent annual growth targets of the National Strategy for Growth and Reduction of Poverty (NSGRP or MKUKUTA).

Adopting a sociocultural perspective, it reveals how Tanzanian teachers understand the role of assessment in relation to their classroom practices, community and other factors. The book determines that although teachers in Tanzania generally consider assessment to be useful for evaluating and monitoring learning, improving student performance and for accountability, their assessment practices are rarely seen as directly supporting student learning; it is not that teachers do not know how to implement the mandated assessment reforms. Instead, they are reluctant to adopt and embrace the reforms because they consider them to be contradictory to their teaching roles, and overly burdensome, if not implausible, given the physical, economic and cultural contexts of teaching and learning. This book argues that improving traditional assessments, rather than radically transforming them, can be more effective for cultivating practices that suit the physical, political, economic and cultural contexts of Tanzanian schools. Book excerpt: To reduce extreme poverty and break its intergenerational transmission, in 2012 the Government of the United Republic of Tanzania initiated the Productive Social Safety Net (PSSN) – the flagship social protection programme implemented by the Tanzania Social Action Fund (TASAF). The PSSN is based on a set of integrated interventions targeted for the poorest and most vulnerable households: i) a labour-intensive public works (PW) programme; ii) conditional cash transfers (CCTs); iii) a Livelihood Enhancement (LE) component providing support to households' economic driven interventions (such as community savings and investments); and iv) Targeted Infrastructure, supporting development and rehabilitation of social infrastructures under education, health and water sectors. During the period 2013–2019, TASAF vastly scaled up the programme in five waves, enrolling 1.1 million households and 5.1 million individuals in 9 960 communities, representing approximately 10.5 percent of the total population. A randomized impact evaluation was embedded within the scaled-up design of the PSSN, which found that even after a short period of implementation (2015–2017), the PSSN achieved several objectives including: increased consumption and food security, investment in better living conditions and human capital accumulation. To complement the findings of the official PSSN impact evaluation, in this study we analyse the indirect effects of the PSSN on the overall local economy.

Book excerpt: The United Republic of Tanzania has a predominantly agricultural economy, with agriculture accounting for more than two-thirds of employment in rural areas and representing 30 percent of GDP. Yet, by global standards and even by the standards of Developing Countries, crop yields in the county are low. Using improved seeds and mineral fertilizers is therefore critical to promoting growth in crop productivity, food production and sustaining the natural resource base, especially among the smallholder farmers who subsist on nutrient-poor soils. In 2016, The Ministry of Agriculture, Livestock, and Fisheries (MALF) of the United Republic of Tanzania requested an assessment of the potential costs and benefits of a proposed Bulk Procurement System (BPS) for fertilizer imports that would consolidate international procurement to save costs, ultimately improving the affordability for farmers. This assessment was jointly carried out and submitted to MALF in 2017 by FAO and the International Fertilizer Development Centre (IFDC), and presents an analysis of the fertilizer market, the proposed BPS policy, and interviews with over one hundred public, private, and civil society stakeholders. The findings indicate that the proposed system would likely not reduce prices for farmers and could negatively affect availability and market competition – causing prices to increase in the long term. The authors therefore recommend against its implementation pending further consultations, or to pilot the system with careful review and evaluation. The report also presents alternative policy options for the short and medium term to improve overall efficiency in the value chain and ultimately make fertilizer more affordable for Tanzanian smallholder farmers.
