Book excerpt: Climate change is expected to result in trees in most regions of British Columbia becoming increasingly maladapted to the climates in which they are planted. Consequently, planting seedlings adapted to future climates (assisted migration) is recognized as a key strategy to address climate change, as it will help maintain healthy, productive forests, and ensure capture of gains obtained from decades of selective breeding. To examine opportunities to incorporate assisted migration into British Columbia's seed transfer system, the feasibility of increasing the upper elevational transfer limit of British Columbia's Class A and Class B seed was assessed by calculating the climatic transfer distance associated with elevational transfers. A rationale was developed for quantifying an appropriate climatic distance and range to migrate seed, and was used to evaluate elevational transfer increases of 100 and 200 m. Results indicate that of the 30 Class A Seed Planning Units (SPUs) examined, eight should retain their current upper elevation limits, one should have its upper elevation limit increased by 100 m, and the remainder should have their upper elevation limits increased by 200 m. Upper elevation transfer limits of Class B seed should be increased by 200 m for eight species, by 100 m for two species, and should remain unchanged for three species. Specific recommendations are provided in Tables 2 and 3. Deployment of orchard seed in the lowest 200 m of the western white pine-Maritime and interior spruce-East Kootenay SPUs is discouraged, as is transfer of Class B seed of amabilis fir and western hemlock more than 200 m downward and western redcedar more than 300 m downward.

Book excerpt: Maintaining sustainable forest management practices in Canada during the 21st century and beyond will be a major challenge, given the uncertainties of global socioeconomic development and multiple interacting consequences of global environmental change. Scenarios represent an important tool for decision makers to use in exploring the causes and effects of possible changes in future environmental conditions and the implications of those changes for forests and the social, environmental, and economic benefits that forests provide. Scenario analysis allows managers and other stakeholders to evaluate the consequences of plausible alternative futures for forest management and to develop robust adaptation strategies. This report addresses the origins of the scenarios that will be needed to assess the impacts of climate change and other stressors on managed forest systems. It examines how scenarios can be constructed for application at local scales (such as a forest management unit), using both top-down (downscaling from global and regional projections) and bottom-up (accounting for local trends and projections) approaches. Practical examples of using scenarios for impact assessment in forestry are briefly reviewed in four case studies from across Canada.--Document.

Book excerpt: The purpose of social science analysis of climate change is to assist policy makers in understanding the expected flows of benefits and costs of policy options over time and to improve our understanding of the human dimensions of the climate change issue. This report deals with socioeconomic criteria for assessment and with the development of methods and approaches for obtaining a better understanding of the socioeconomic impacts and adaptive responses to climate change in Canada's forest sector. Policy makers responding to the climate change issue must deal with many complex issues and unique circumstances. These issues and circumstances also have a bearing on methodologies for undertaking analysis of the future impacts of climate change. Climate change and the effects of climate change on human society spans multiple scales, which leads to the need to consider feedback's and interactions between environmental and human systems, between political systems and between different parts or segments of economies. The implications are that dynamic general or partial equilibrium models integrated with ecosystem response models will be required in order to understand the implications of climate change for land use change, future ecosystem distributions and the supply of timber from Canada's forests. In addition to affecting future timber supply and future commercial forest areas, climate change will influence the benefits Canadians receive from non-market benefits such as outdoor recreation. Currently there is limited analysis of the effects of climate change on non-market values and this area requires more work. Another factor influencing climate change analysis is that the issue spans unusually long time frames for policy analysis and economic analysis. This raises questions about suitable discount rates and accounting for social welfare of future generations. Finally, there is significant uncertainty in long term predictions of climate change and in how the integrated human/biological system will respond over time. Decision analysis, safe minimum standards, precautionary principles and maximin criterion provide some way to incorporate uncertainty into decision making. In terms of integrated assessment models, systematic consideration for the diversity of opinions and results from scientific studies regarding future climate and ecosystems shifts is required.

This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

Book excerpt: Climate is a major catalyst of change in the composition, structure and function of the Ecosphere. Empirical studies of species response to climate consistently reveal that the anomalous warming occurring over roughly the past half-century is having a discernible impact on contemporary biodiversity. Climate change has also been implicated in several species extinctions, a phenomenon projected to be exacerbated in the future. These studies and events indicate that the implications of climate change for biodiversity conservation are considerable. Biodiversity conservation is one of the major modern rationales behind formal protected natural areas establishment, planning and management. However, most protected natural areas have been designed to protect in perpetuity specific natural features, species and communities in-situ, and don't take into account shifts in ecosystem composition, structure and function that are being induced by climatic change. The ecological manifestations of climate change will be such that the established species management objectives of some protected natural areas will no longer be viable. Consequently, protected natural areas agencies will need to be adaptive in order to be able to respond to climate change-induced impacts and improve their ability to deliver their various protected natural area- and biodiversity-related mandates, such as the perpetual protection of representative elements of natural heritage. The principal goal of this dissertation was to begin the process of climate change adaptation (mainstreaming) within the Canadian protected natural areas community, thereby facilitating the ability of jurisdictions, agencies and organizations to adapt to climate change-related impacts and implement adaptation decisions. To realize this goal, four objectives were formulated: i) to synthesize the state of knowledge on climate change, biodiversity and protected natural areas policy, planning and management; ii) to establish the state of climate change adaptation with respect to Canadian protected natural areas agencies; iii) to assess the current position, priorities, and challenges of, and barriers to, Canadian protected natural areas agencies with respect to climate change adaptation; and iv) to develop a climate change adaptation portfolio and evaluate the suitability of the portfolio for implementation by a Canadian protected natural areas agency, Ontario Parks. The research revealed that while mainstreaming climate change into protected natural areas policy, planning and management will be essential for the persistence of biodiversity and the continued viability of current planning and management practices under a changing climate, there is a clear disconnect between the perceived salience of climate change and a lack of available resources (e.g., financial resources and staffing) and scientific capacity required to respond to the issue. Moreover, the limited protected natural areas climate change literature to-date provides little guidance to the planners and managers of already established protected natural areas. Accordingly, there is an indicated need to assist Canadian protected natural areas agencies in the identification and evaluation of adaptation options as a strategic starting point in working towards mainstreaming climate change into relevant program areas. In response to this indicated need, a policy Delphi survey method was used to facilitate the identification and evaluation of adaptation options tailored specifically to Ontario Parks. A panel of protected natural areas experts identified 165 adaptation options within Ontario Parks' six major program areas [(i) Policy, System Planning & Legislation; (ii) Management Direction; (iii) Operations & Development; (iv) Research, Monitoring & Reporting; (v) Corporate Culture & Function; and (vi) Education, Interpretation & Outreach) in the first iteration of the policy Delphi. Adaptation options were subsequently evaluated individually for their perceived level of desirability, feasibility and implementation time-frame by the panel via a second iteration of the policy Delphi. In so doing, the research evaluated the relative merit (or practicality) of alternative adaptation options in these program areas in order to help identify priority (or 'first-order') adaptations for consideration in an official climate change adaptation strategy by Ontario Parks. The research provides a solid conceptual and methodological framework with important practical 'lessons learned' that will help Canadian protected natural areas jurisdictions understand, address and begin mainstreaming climate change into policy, planning and management decision-making. Collectively, the research includes the first practical discussion of adaptation to climate change within the institutional framework of any Canadian protected natural areas jurisdiction, representing a significant contribution to the protected natural areas planning literature at the science-policy interface.
