Book excerpt: One of the first longitudinal studies of collective resistance in the developing world, Waves of Protest examines large-scale contentious action in El Salvador during critical eras in the country’s history. Providing a compelling analysis of the massive waves of protests from the early twentieth century to the present in El Salvador, Paul D. Almeida fully chronicles one of the largest and most successful campaigns against globalization and privatization in the Americas. Drawing on original protest data from newspapers and other archival sources, Almeida makes an impassioned argument that regime liberalization organizes civil society and, conversely, acts of state-sponsored repression radicalize society. He correlates the ebb and flow of protest waves to the changes in regime liberalization and subsequent de-democratization and back to liberalization. Almeida shows how institutional access and competitive elections create opportunity for civic organizations that become radicalized when authoritarianism increases, resulting at times in violent protest campaigns that escalate to revolutionary levels. In doing so, he brings negative political conditions and threats to the forefront as central forces driving social movement activity and popular contention in the developing world. Paul D. Almeida is assistant professor of sociology at Texas A&M University. He is coeditor with Hank Johnston of Latin American Social Movements: Globalization, Democratization, and Transnational Networks.

Close on 20% of the text has been altered. The equivalences, introduced into the last edition, linking acronyms in different languages for the same organization, have been extended. New to this edition is the cross-referencing between a defunct organization and its successor. Otherwise the policies adopted in previous editions have been retained: strictly local organizations are omitted, but the subject scope includes activities of all kinds; the country of origin of a national organization is given in brackets, unless it is the home country of the title language or can be readily deduced from the title itself. Book excerpt: In 1979, with El Salvador growing ever more unstable and ripe for revolution, the United States undertook a counterinsurgency intervention that over the following decade would become Washington’s largest nation-building effort since Vietnam. In 2003, policymakers looked to this “successful” undertaking as a model for US intervention in Iraq. In fact, Brian D’Haeseleer argues in The Salvadoran Crucible, the US counterinsurgency in El Salvador produced no more than a stalemate, and in the process inflicted tremendous suffering on Salvadorans for a limited amount of foreign policy gains. D’Haeseleer’s book is a deeply informed, dispassionate account of how the Salvadoran venture took shape, what it actually accomplished, and what lessons it holds. A historical analysis of the origins of US counterinsurgency policy provides context for understanding how precedents informed US intervention in El Salvador. What follows is a detailed, in-depth view of how the counterinsurgency unfolded—the nature, logic, and effectiveness of the policies, initiatives, and operations promoted by American strategists. D’Haeseleer’s account disputes the “success” narrative by showing that El Salvador’s achievements, mainly the spread of democracy, occurred as a result not of the American intervention but of the insurgents’ war against the state. Most significantly, The Salvadoran Crucible contends that the reforms enacted during the war failed to address the underlying causes of the conflict, which today continue to reverberate in El Salvador. The book thus suggests a reassessment of the history of American counterinsurgency, and a course-correction for the future.

Book excerpt: This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.
