Book excerpt: In the past dozen years accurate estimates of the cost of military manpower by Military Occupational Specialty (MOS) and pay grade have played increasingly important roles in manpower planning, personnel management, and weapon system design. The authors have developed two models, one of which provides budgetary and the other, economic estimates of manpower cost. Costs for all phases of an enlisted soldier's career have been estimated for all grades and skill specialties. A prototype Management Information System(MIS) has also been built to facilitate access to the voluminous cost data produced. Additionally, the MIS has been used to demonstrate application of the models in comparison of the manpower costs of mechanized infantry battalions equipped with either the M113 or the Bradley Fighting Vehicle System. The results demonstrate that development of the Army Manpower Cost System(AMCOS) is both practicable and desirable. The authors have also identified several areas (most notably training, the MIS, and the Veterans' Educational Assistance Program) where improvement is warranted. An added bonus is the immediate utility of the Enlisted Economic and Budget Cost Models in addressing a wide variety of Army problems. For example, the models can be applied by the MANPRINT (Manpower and Personnel Integration) group in the Army Research Institute for calculating manpower-weapons tradeoff analyses as well as by other Army manpower planners for analyzing the effects of changes in force composition on manpower cost.

AMCOS is based on economic, accounting and actuarial theories of costing and includes comprehensive manpower costs from recruitment to retirement. An application of AMCOS is presented which estimates enlisted manpower cost trade-offs between the Bradley Fighting Vehicle (BFV) and the M113 Armored Personnel Carrier in mechanized infantry battalions. The conclusion is that the BFV is cost-effective compared to M113. The project will design and build a family of budget, economic, and life cycle cost models over a 5-year period. The report sets forth a concept and design for a life cycle cost model for active Army manpower. The report describes how 1) Consistent methodology, a comprehensive data base, and a sound theoretical approach produce accurate estimates for problems with manpower costs that vary over time. 2) The material system cycle, acquisition cycle, and personnel career cycle all influence a manpower life cycle cost model. 3) The model takes into account relevant analytical and practical issues. 4) Modular design of the essential components of the completed operational model centers on a structured cost data base. The report also describes how the original AMCOS development plan was adjusted to develop a life cycle cost model for active Army manpower by the end of the first year and to defer budget and economic models for later development. The report presents alternatives for second-year development that would enhance the now operational lead model for active Army manpower, extend development to build Reserve and civilian models, or do portions of both.

Book excerpt: The Air Force Manpower Cost System (AFCOS) is a modification of the Army Manpower Cost System (AMCOS) developed by the Army Research Institute as an aid for cost analysts and hardware designers. AFMCOS determines manpower and personnel costs by skill (AFS) and grade, permitting detailed disaggregated manpower-hardware and manpower-manpower tradeoff analyses. It has been designed to simplify manpower cost analysis. Users may accept or reject various default options as appropriate to the analysis at hand. Such options include choice of discount rates; inflation adjustment by budget category; use of BAQ/VHA in-kind or in cash; and use of average or marginal costs. Special options include choice of Structured Cost Data Base Elements, cost by appropriation, and data editing capabilities to ease analysis of large scale systems. For AFMCOS, was modified to reflect many of the major differences between Army and Air Force costs. However, not all underlying computations were changed. Thus, the current AFMCOS gives approximations rather than precise Air Force costs. (AN).
